为加快推进海南国际旅游岛建设，探索海南国际旅游岛科学发展路径，海南省委、省政府批准设立海南国际旅游岛先行试验区，要求先行试验区围绕国家赋予海南国际旅游岛的战略定位和发展目标，在特殊支持政策、开发模式、体制机制创新、产品创新、投融资模式创新等5个方面进行先行先试，着力建设成为规模大、开放程度高、国际一流的国家级旅游文化产业集聚区。
为了以国际性的视野谋求更高水平的规划指导建设，海南国际旅游岛先行试验区管委会作为主办单位组织本次海南国际旅游岛先行试验区概念规划国际咨询工作。由中国城市规划设计研究院具体承办。受中国城市规划设计研究院委托，北京科技园拍卖招标有限公司组织本次海南国际旅游岛先行试验区概念规划国际咨询方案征集活动。
本次征集活动的目的在于集思广益，通过邀请国际顶级的设计机构征集具远见、富创意、重文化的概念性空间设计方案。以国际性视野、前瞻性的发展理念确定海南先行试验区建设高标准的世界海湾，形成空间特色、结构系统和功能组织构成提出建议。同时，空间规划方案必须具有可操作性。
设计机构必须对世界旅游休闲的发展趋势、创意文化和低碳技术、国际文化发展与地域文化特色之间的关系提出清晰地价值取向。须结合中国海南国际旅游岛的现状与世界同类型地区的建设建设标准进行比较研究，提出具有海南特点的建设标准。分别提出黎安和龙湾两个试验区片区的整体发展思路和定位的建议，重点对规划区的功能布局、规模结构、项目布局、交通体系、公共设施、城市风貌、游览系统、生态绿地及滨水系统、基础设施等提出方案和建议，并提出实施路径的技术性建议。
本次征集活动采取公开征集的方式，面向全球公开邀请具有丰富的城市规划、城市设计经验的规划设计机构或由上述规划或设计机构组成的联合体来参加资格预审（如需外聘专业咨询机构，建议参加资格预审的机构或联合体聘请境外的专业顾问机构提供相关的咨询服务），通过资格预审选取6家应征人参与本次方案征集活动。
一、项目简介
1．项目名称：海南国际旅游岛先行试验区概念规划国际咨询方案征集
2．项目地点、规划范围及要求：
（1）陵水黎安
位于海南陵水县南部地区，紧邻三亚，包括黎安、新村、三才镇范围，规划面积约60平方公里。根据前期研究，陵水黎安将依托凭借自身良好的生态景观条件和资源组合优势，以自然生态为基质，在保护好自然泻湖水生态环境的基础上，建设国际一流水准的文化休闲生活体验区、国际生态度假旅游区，突出静谧休闲、生态度假的精神家园的特色。
（2）琼海龙湾
位于琼海市，紧邻博鳌，地跨潭门和长坡两镇，规划用地45平方公里。根据前期研究，琼海龙湾将建设海南国际免税娱乐文化的消费中心、国际一流的新兴文化旅游区、国际邮轮母港、国际文化创新、创意产业投资便利区、南海科考服务基地，建设动静相宜、创新感官体验的消费新型旅游城市，突出旅游文化和服务产品、服务业态的创新。

二、报名条件
中华人民共和国境内的规划或设计机构须具有城市规划编制甲级或工程设计综合甲级资质；中华人民共和国境外的规划或设计机构须具有所在国颁发的从事城市规划设计或建筑设计的相应资质。
上述具有相应资质的规划或设计机构可单独提出应征申请（但境内机构法定代表人为同一个人的两个及以上法人，母公司、全资子公司及其控股公司或机构，不得同时参加应征）；也可组成联合体共同提出应征申请，但需以联合体协议书明确联合体的牵头单位和各自职责。
如需外聘专业咨询机构，建议参加资格预审的机构或联合体聘请境外的专业顾问机构提供相关的咨询服务，以便于更好地完成本项目咨询任务。
符合以上条件的有兴趣的应征申请人可自中国北京时间（下同）2011年11月17日至11月29日先行在征集代理机构进行报名登记后获取资格预审文件。

五、资格预审申请文件的递交时间
决定参加征集活动的应征申请人请于2011年11月27日16:00前，将资格预审申请文件的表格部分（doc格式）先行通过电子邮件的方式传发送给征集代理机构，并请于2011年11月30日16:00前将资格预审申请文件的文本文件（1份正本及2份副本）及电子版（光盘，2套）送交征集代理机构。
六、其它条款
1．本次征集活动选取前三名方案。获得第一名的设计机构将成为先行试验区综合规划工作的顾问单位及设计合作方，参与汇总规划阶段的顾问咨询及设计工作。
2．获得前三名的设计机构将获得奖金：第一名奖金160万人民币（含税）；第二名奖金120万人民币（含税）；第三名奖金100万人民币（含税）。
3．入围设计机构提交的有效方案，未获得前三名的，将分别获得设计成本费用人民币60万元整。
4. 本次征集活动设计成果提交时间为2012年2月19日。
5．对于此次“海南国际旅游岛先行试验区概念规划国际咨询方案征集”资格预审活动，每个应征申请人只应选择自己单独或作为联合体成员的方式之一来参加应征申请人资格预审。
6．本次征集活动中的所有文件及往来信函均应使用中文或中英文对照书写。当同一内容的中文与英文发生歧义时，以中文为准。
7．设计机构所获的奖金及成本费用税金和在咨询过程中发生的一切费用自理。
8．参加本次活动的设计机构均被视为承认本公告的所有条款。

10．本次设计征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

Announcement of the International Solicitation for Advisory Program for the Conceptual Plan of Hainan International Tourist Destination Pilot Area
To expedite the construction of Hainan International Tourist Destination and explore the path for its scientific development, Hainan Provincial Party Committee and Hainan Provincial Government approved the establishment of Hainan International Tourist Destination Pilot Area. Centering on the strategic positioning and development target endowed by the country, the Pilot Area shall push ahead the pilot as a forerunner in such five aspects as special support policy, development model, institutional innovation, product innovation, investment and financing model innovation, in a bid to appear as a large-scale, highly open, world-class national tourism and cultural industrial cluster.
To seek for a higher-level plan to guide the construction from an international perspective, the Pilot Area Administration Committee of Hainan International Tourist Destination is responsible for organizing the international consultation for the Conceptual Plan of Hainan International Tourist Destination Pilot Area. China Academy of Urban Planning and Design (CAUPD), the organizer, has commissioned Beijing Science Park Auction & Tender Co., Ltd to take charge of the International Solicitation for the Advisory Program for the Conceptual Plan of Hainan International Tourist Destination Pilot Area.
The event is designed to draw on collective wisdom and solicit visionary, creative, cultural, and conceptual space design programs from top international design institutions. With adherence to an international perspective and forward-looking development concept, the Pilot Area are identified as high-standard world-class bays, with recommendations proposed covering spatial characteristics, structural system and functional organization. Meanwhile, space planning programs must be operational.
Design institutions shall clarify their value orientation with respect to the development trend of world tourism and leisure, creative culture and low-carbon technologies, as well as the relationship between international cultural development and geographical and cultural characteristics. Based on a comparative study of the status quo of China’s Hainan International Tourist Destination and the construction standards of such regions around the world, design institutions shall propose the construction standards adapted to Hainan characteristics. In addition, the institutions shall come up with suggestions on overall development ideas and positioning of Li’an Pilot Area and Longwan Pilot Area. In particular, programs and recommendations shall be put forward with regard to the functional layout, scale structure, project layout, transport system, public facilities, urban style, tour system, ecological greenbelt and waterfront system, and infrastructure, coupled with technical proposals on the implementation path.
In the way of open solicitation, the event hereby public invites worldwide design institutes or joint ventures with rich experiences in urban planning and design to participate in the prequalification. (In need of professional advisory body, institutions or consortiums are advised to hire overseas advisory bodies to provide professional advisory services to better accomplish the advisory mission of the project.) Six applicants or joint venture applicants would be selected through eligibility and prequalification for program solicitation.
I. Project Profile
1. Project Name: Solicitation for the International Advisory Program for the Conceptual Plan of Hainan International Tourist Destination Pilot Area
2. Project Location, Planning Scope and Requirements:
(1) Li’an in Lingshui
Located in the south of Lingshui County in Hainan, it borders Sanya including Li’an, Xincun and Sancai Town, and covers a planned area of about 60 km2. According to preliminary studies, relying on with its own sound ecological landscape conditions and resources combination advantages, Li’an in Lingshui shall be built on natural ecology into a world-class cultural and leisure life experience zone and an international eco-tourism resort, on the basis of natural lagoon water eco-environmental protection. It will emerge as a spiritual home featured by serene leisure and eco-resort.
(2) Longwan in Qionghai
Located in Qionghai and near to Boao, it crosses Tanmen Town and Changpo Town, and covers a planned area of 45 km2. According to preliminary studies, Longwan in Qinghai shall be built into Hainan international duty-free entertainment and cultural consumption center, emerging world-class cultural resort, international cruise home port, facilitation area for international cultural innovation and investment of creative industries, and South China Sea expedition service base. Aiming to be a new consumption and tourist city, it will integrate serenity and vitality, innovate consumer sensory experience, and highlight tourism culture and innovation in service products and formats.

II. Eligibility and Qualifications of Applicants
A domestic design institution based within the People’s Republic of China should have Class A qualification for urban planning or an integrated Class A qualification for engineering design; a foreign design institution shall have a counterpart license for urban planning and design or architectural design issued by his country.
Such a design institution with appropriate qualifications can submit the application either by himself (but two or more legal entities of domestic institutions with the same legal representative, and the parent company, wholly owned subsidiary and its holding companies or organizations may not concurrently participate), or as a partner of a joint venture, with the leading partner and respective responsibilities clarified in the joint venture agreement.
In need of professional advisory body, institutions or joint ventures are advised to hire overseas advisory bodies to provide professional advisory services to better accomplish the advisory mission of the project.
Applicants interested in the event and meeting the above requirements shall register at the solicitation agent and obtain the prequalification documents during November 17-29, 2011, Beijing time.

Applicants of the solicitation event shall submit the form part (in doc. format) of the applications for prequalification to the solicitation agent via e-mail before 16:00, November 27, 2011, and get the documents (one original and two copies), and electronic documents (two sets of CDs) transferred to the solicitation agent before 16:00, November 30, 2011.
VII. Supplementary Provisions
1. The top three programs will be selected in the solicitation event. The design institution awarded the first prize will participate in the advisory consultation and design in the stage of aggregate planning as the advisory agency and design partner.
2. The top three design organizations will earn a bonus (tax included): RMB1.6 million for the first prize, RMB1.2 million for the second prize, and RMB1 million for the third.
3. Each shortlisted design institution which has submitted effective programs, but yet not made into the top three, will receive RMB 600,000 only to make up for the design cost.
4. All design results for this solicitation event shall be submitted by February 19, 2012.
5. Each applicant shall submit only one application for prequalification either by himself or as a partner of a joint venture to participate in the International Advisory Program Solicitation for the Conceptual Plan for Hainan International Tourist Destination Pilot Area.
6. All applications, correspondence and documents related to prequalification exchanged by the applicants and the organizers shall be written in both Chinese and English, and, in the event of any discrepancy, the Chinese version shall prevail.
7. Taxes on the bonus and cost fees received, as well as expenses occurred in the process shall be bored by design institutions
8. Design institutions participating in this event are deemed to recognize all the provisions of this announcement.
9. The Pilot Area Administration Committee of Hainan International Tourist Destination has the right of interpreting the announcement.
10. The prequalification, including prequalification per se and any documents relating thereto, shall be governed only by the law of the People’s Republic of China.
