Chapter 5 Invitation for Bids
中招国际招标公司受业主委托，对其所属物流配送中心物流系统设备进行国际公开招标，现邀请国内外合格的投标人前来投标。
Entrusted by the owner, AAAAA is responsible for competitive international bidding for the equipments of logistics distribution center. Now, AAAAA is inviting all qualified tenderers both at home and aboard.
投标人应对本招标项目第一、第二、第三、共三个包分别进行投标。
The No.1, No.2 and No.3 bidding projects are open to tenderers.
投标人既可任选单个包进行投标，也可以对所有包进行投标。
Tenderers can choose one or all three projects.
本次招标项目接受联合体投标，联合体投标人应具备以下条件：
The JV/Consortium is also allowed for this bidding. Requirements for JV/Consortium are listed as follows:
1、 联合体为两个以上法人或者其他组织。联合体各方均应当具备承担本招标项目的相应能力；国家相关规定或者招标文件对投标人资格有规定的，联合体各方均应当具备规定的相应资格条件。由同一专业的单位组成的联合体，按照资质等级较低的单位确定资质等级。
1. The JV/Consortium shall consist of over two corporates or organizations. Every corporate of JV/Consortium shall be qualified for this bidding project. If there are specifications for the qualification of tenderers in related national documents or Tendering documents, every corporate of JV/Consortium shall meet the requirements of the specified qualifications.  As to the JV/Consortium consisting of several corporates with the same specialty, the qualification shall be graded according to the corporate with the lowest qualification grade.

2、 联合体各方应当签订共同的投标协议，明确约定各方拟承担的工作和责任，并将共同投标协议连同投标文件一并提交投标人。联合体中标的，联合体各方应当共同与招标人签订合同，就中标项目向招标人承担连带责任。
2. The corporates of JV/Consortium shall sign a common negotiation of bidding, in which the work and responsibilities of each corporate are specified. The submit this common negotiation together with tender documents to the tenderer.   If JV/Consortium win the bid, each corporate of JV/Consortium shall sign a contract with tenderee, and assume responsibilities of this awarded project together with the tenderee.
3、 联合体各方签订共同投标协议后，不得再以自己名义单独投标，也不得组成或参加其他联合体在同一项目中投标；否则作为废标处理。
3. After signing a common negotiation, each corporate shall not take part in bidding in name of itself, in addition, it is also not allowed that each corporate take part in bidding for the same project in name of other organizations or JV/Consortiums, otherwise, the signed negotiation will be rejected.
4、 联合体各方必须指定牵头人，授权其代表所有联合体成员负责投标和合同实施阶段的主办、协调工作，并应当向招标人提交由所有联合体成员法定代表人签署的授权书。
4. The JV/Consortium shall designate a leader who is authorized to be responsible for bidding and cooperating with all corporates to implement the contract in the name of all corporates. Besides, the JV/Consortium shall submit a letter of authorization signed by all legal representatives of corporates to the tenderee.
5、 联合体投标的，应当以联合体各方或者联合体中牵头人的名义提交投标保证金。以联合体牵头人名义提交的投标保证金，对联合体各成员具有约束力。
5. The JV/Consortium shall submit guaranty funds in name of all corporates or the leader. The submitted guaranty funds in name of the leader shall have be binding on all corporates.
