本人作为招标编号为0618-0740TC06KE57的江苏烟草商业系统一类物流配送中心物流系统设备采购项目招标的评标委员会成员，在此郑重承诺：
As a member of bid assessment committee for bid invitation for purchase of logistics system equipment of uniform logistics distribution center of Jiangsu tobacco commercial system with a code of 0618-0740TC06KE5, I hereby solemnly make the following commitments:
一．本人没有下列情形：
A. I have none of the following cases：（一）投标人或者投标人主要负责人的近亲属；
(1) The close relatives of the tenderer or major personnel in charge of tenderer;
（二）项目主管部门或者行政监督部门的人员；
(2) Personnel of the project authority or administrative department；
（三）与投标人有经济利益关系，可能影响对投标公正评审的；
(3) Personnel or issues related to economic interests of the tenderer, which may influence fair examination and appraisal of the bid；
（四）曾因在招标、评标以及其他与招标投标有关活动从事违法行为而受过行政处罚或刑事处罚的。
(4) The personnel who have taken administrative or criminal punishment due to violation of law in bid invitation, bid assessment or other activities related to such issues.
二．在评标过程中，严格遵守《中华人民共和国招标投标法》和本项目评标工作管理办法，坚持“公平、公正、科学择优”的原则，严肃、客观、公正地履行职务，认真履行评委会赋予的职责，忠实执行评标原则，以认真负责的工作态度、科学的工作方法，严谨的工作作风，做好评标工作。对所提出的评审意见承担个人责任。
B. Strictly abide by “Law of People’s Republic of China on Bid Invitation and Bidding” and management rules for bid assessment for the project during bid assessment, stick to the principles of “fair, just and selecting the best scientifically” and fulfill duties seriously, objectively and fairly, carefully perform the duties granted by the bid assessment committee, implement the bid assessment principles faithfully, and do well in bid assessment with a careful and responsible attitude, scientific way and rigorous working style.  and undertake personal responsibilities for the opinions on examination and appraisal put forth by myself.

1、外聘专家条件
1. Conditions for External Experts
A、所聘专家必须具备高级专业职称或同等专业水平，并具备有一定资历，对业务精通。
A. All the experts recruited shall have senior professional title or equal professional level, certain qualification and shall be conversant with the business.
B、遵守评标规则及守则，要作到公正、无私、与投标人和供货商没有直接关系。
B. Abide by the bid assessment principles and code of conduct, work in a fair and just way  and has no direct relation with the tenderers or suppliers
C、应能坚持连续工作，完成所受聘完成的评标工作。
C. Capable of working continuously and completing bid assessment
D、要遵循独立评标原则，保质保量地完成各项评标任务。
D. Follow the principle of independent bid assessment and complete various bid assessment tasks with both quality and quantity guaranteed
E、要互相尊重，互相理解，虚心听取各方面的意见。
E. Respect and understand each other, and listen to opinions from various parties with an open mind
F、在评标期间，禁止打外线电话，所带手机和BP机一律交会务组登记保管。技术组与商务组人员在会议期间不允许擅自离开住宿地与外界联系，严禁将评标工作的任何内容泄密给与评标工作无关的人员。
F. It is forbidden to telephone on outside lines and the cell phones and BP shall be submitted to the conference affair group for registration and maintenance during bid assessment.  The personnel of the technical group and commercial group are not permitted to leave residence and contact with outside without authorization, and it is strictly forbidden to release any contents of bid assessment to personnel irrelevant to bid assessment.

2. Source and Procedure of Inviting Experts
按《中华人民共和国招投标法》、《机电产品国际招标投标实施办法》等有关文件执行。
It shall be subject to relevant documents such as “Law of People’s Republic of China on Bid Invitation and Bidding” and “Implementing Measures for International Bidding for Supply of Mechanical and Electrical Equipment” etc..

注：投标总价一项须按境内产品、境外产品分别报出总价。
Note: The total bidding price shall be quoted for the domestic products and overseas products respectively.

Enc.9: Price Sheet for Various Items(See Enc.3 in No.1 Volume of the Bid Documents for the format)
注：境内、境外货物都必须在分项报价表中加报货物出厂价格（EXW）
Note: The ex-factory prices(EXW) of the domestic and overseas goods shall be quoted in the Price Sheet for Various Items.
