Detailed Rules for Technical Examination and Appraisal（Full Mark: 40 Points）
技术评审指对通过初审的投标人进行技术评分，技术得分(T)的权重为40％，评审时将综合考虑以下内容：
Technical  examination and appraisal refers to conduct technical  scoring for the tenderers that have passed preliminary examination and appraisal. The weight of the technical  score(T) is 40%, and the following contents will be taken into consideration during examination and appraisal:

售后服务及技术支持评审指对通过初审的投标人进行售后服务及技术支持评分，售后服务及技术支持得分（D)的权重为21％，评审时将综合考虑以下内容：
Examination and appraisal of after-sales service and technical support refers to score the after-sales service and technical support of the tenderers that have passed preliminary examination and appraisal, and the weight of the score of the after-sales service and technical support(D) is 21%, and the following contents will be taken into consideration during examination and appraisal:

5.2.4价格评审细则（满分30分）
5.2.4 Detailed Rules for Price Examination and Appraisal（Full Mark: 30 Points）
5.2.4.1价格调整的原则
5.2.4.1 Principle of Price Adjustment
评标委员会对各投标人的投标报价按照招标文件的要求，在同一基础上进行比较并作相应调整。
The bid assessment committee shall compare the bidding prices of various tenderers on the same basis and make corresponding adjustment according to the requirements of bid documents.
A、投标人的报价必须包含供货范围内所有内容；
A. The quotation of the tenderer shall include all the contents within supply of goods；
B、投标人报价如有漏项，则须将其他投标人报价中该项价格的最高价加计入该投标人的投标总价；
B. In case of omitted items in the quotation of the tenderer, the maximum price of the item of other tenderers shall be added into the total bidding price of such tenderer.
C、如投标人的报价包含了招标范围以外的内容，在评标是不予核减；
C. In case the quotation of the tenderer contains contents outside scope of bid invitation, such contents will not be reduced during bid assessment；
D、经过以上诸项的调整之后，得出一个价格，再按照以下方式计算得出最后评标价格；
D. A price will be obtained through adjusting the aforesaid items, and a final price for bid assessment will be worked out after being calculated according to the following formula:
E、买方国内的备件和售后服务设施：见《第八章 货物需求一览表及技术规格》，如无法满足此要求，其评标价将增加其投标总价的1%；
E. For domestic spare parts and facilities for after-sales service: refer to <Chapter 8  Schedule of products requirements and specifications>, if failing to meet these requirements, the price for bid evaluation will be increased by 1% of the total bid price.
F、交货期所选方案：26.4.2（1）每超出基础时间一月，其评标价将在其投标总价的基础上增加0.5%；
F. Scheme to be selected in delivery date: 26.4.2(1) the price for bid evaluation will be increased by 0.5% of the total bid price for every moth over delivery date.
G、计算评标总价时，境外产品投标报价为：CIF（南京港）＋以上各项价格调整＋总计为CIF价格0.1％的国内运保费及伴随服务费；境内产品投标报价为：CIP南京、CIP徐州、CIP盐城，境内产品为EXW价（含增值税）＋以上各项价格调整+境内运输、保险费+伴随服务费。
G. The bidding price of overseas products during calculation of the total price for bid assessment is as follows: CIF(Nanjing Port) plus the aforesaid various price adjustments plus domestic transportation and insurance fee in the amount of 0.1% of CIF price and incidental service charge; The bidding price of overseas product is as follows: CIP Nanjing, CIP Xuzhou, CIP Yancheng, EXW price(included value-added tax) for domestic products plus the aforesaid various price adjustments plus domestic transportation and insurance fee plus incidental service charge
以上调整后的价格作为投标人的评标价格，按照相应的价格评分公式进行评分。
The aforesaid adjusted price is the price for bid assessment of the tenderer, who will be scored according to relevant price scoring formula.
5.2.4.2价格评审按照如下办法进行评分：
5.2.4.2 Scoring for price examination and appraisal shall be conducted according to the following method:
评标基准价（P）的确定取各合格投标人评标价格（Pn’）算术平均值×0.98；合格投标人的（评标价格—评标基准价）/评标基准价，每＋1％，从满分30分的基础上减0.5分；（评标价格—评标基准价）/评标基准价，每－1％，从满分30分的基础上减0.25分（不足±1％以四舍五入计算）。以此类推，最低分不少于18分。
The base price for bid assessment is determined through taking the arithmetic average of the bid-assessment price of various qualified tenderers （Pn’）×0.98； The bid-assessment price minus bid-assessment base price of the qualified tenderer/bid-assessment base price, deduct 0.5 point from the full mark of 30 points for each +1%; bid-assessment price minus bid-assessment base price of the qualified tenderer/bid-assessment base price, deduct 0.25 point from the full mark of 30 points for each -1%(adopt rounding off method for calculation in case it is less than ±1％) On the analogy of this, the minimum score is not less than 18 points
