第30条 实行天窗修制度,严格执行“施工不行车、行车不施工”的规定,对运行安全有影响的各类施工和维修作业必须全部安排在“天窗”内进行。

Article 32 The dispatching desk for Shi-Tai Passenger Line will be assigned with dispatchers and assistant dispatchers. Huolu block station, Jingtingbei station, Yangquanbei station and Donglingjing station all will be controlled by the Yangquan station; stations and block stations will be assigned with station duty officer; Yangquanbei station will be assigned with assistant patrol duty officer.
第33条  石太客专列车调度员与邻台列车调度员须及时交换列车运行计划。遇列车运行晚点时,须在列车到达分界点30分钟前通知接车台列车调度员;不足30分钟时,须立即通知。
Article 33 The dispatcher of Shi-Tai line shall exchange train operation schedules with dispatchers of neighbor desks timely. When any train is later, the dispatcher should inform the dispatcher of train receive desk 30 mins in advance before the train reach the division point; If the time is less than 30 mins, the dispatcher should inform regarded dispatchers immediately.

第32条  在石太客运专线上下线列车与其它列车运行抵触时,原则上应优先办理石太客专上下线列车。

第33条 石太客运专线调度集中控制区段以分散自律控制模式作为基本行车模式,由石太客专列车调度员直接指挥和办理有关行车工作,助理调度员与获鹿站、太原东站车站值班员联系办理相关行车手续及事宜。非正常情况下转为非常站控模式时,由车站值班员办理车站有关行车工作。
Article 33 Within the centralized train control section of Shi-Tai line, the autonomous decentralized control mode will be the basic operation mode; tasks regarding train operation will be directed and processed directly by the Shi-Tai Line dispatcher; the assistant dispatcher will contact with station duty officers in Huolu station and Taiyuandong station to process relevant train operation procedures and arrangements. Under abnormal conditions, the system will be changed to super station control mode, train operation tasks regarding station will be processed by station duty officers.
第35条  当行车设备发生故障时,列车调度员(助理调度员)必须及时登记,并通知设备相关业务处(电务为CTC维护人员,工务为工务调度,供电为石太客专供电调度)。
Article 35 In case of any train operation device is failure, the train dispatcher (assistant dispatcher) must record the event and inform regarded equipment departments (for electrical works, to inform CTC maintenance staff, for public works, to inform the public work dispatcher, for power supply problems, to inform the power supply dispatcher of Shi-Tai Line).

第34条 在石太客专运行的动车组装备CTCS-2级列控车载设备和列车运行监控装置(LKJ);上线运行的机车,救援列车、路用列车、自轮运转特种设备均应配备LKJ、CIR和机车信号装置。临时进入石太客运专线的大型养路机械车组可使用手持终端代替CIR。
Article 34 Any motor train units running on the Shi-Tai line should be provided with both CTCS – Level 2 on-board units and train supervision units (LKJ); any locomotives, relief trains, railway service train, self-movement special equipments should be provided with LKJ, CIR and Locomotive signal units. For heavy–duty railway maintenance machinery vehicles that pass through Shi-Tai temporarily, hand-hold terminals can be used instead of CIR.
第36条  在CTCS-2级区段,动车组在完全监控模式、部分监控模式下运行时,进入闭塞分区的行车凭证为列控车载设备显示的允许运行的信号(允许运行的速度值,以下同)。
Article 36 Within CTCS – level 2 section, when motor train units running in full supervision operational mode or partial supervision operation mode, the running token for entering the block section will be these permissible running signals indicated by on-board units (permissible running speed, the same below).
其他列车均按地面信号机的显示运行。
Other trains will operate according to information indicated by ground signal units.
第37条 在调度集中区段,由列车调度员办理接发列车,遇基本闭塞法停用或出站、进站、线路所通过信号机故障停用或不能开放时,调度命令用作允许列车运行的行车凭证,列车调度员须确认发给行车凭证的依据及附带条件。
Article 37 Within centralized dispatching section, train receiving/dispatching tasks will be handled by the train dispatcher; in case of basic block method is disabled or outgoing, ingoing or block station right-of –way signal is disabled or cannot be cleared, dispatch commands will be the running token that allows the train to run. Train dispatcher must confirm all foundations and provisos for releasing the running token.

When there are red light strip appeared on track circuits within the station, the train dispatcher shall confirm if the track had been occupied by other trains and devices will not be affected.
第38条 列车调度员使用CTC终端通过GSM-R网络向司机发送调度命令,司机须及时签认接收。司机对其内容有疑问时,须立即向列车调度员询问。
Article 38 Train dispatcher issues dispatch commands to train driver with CTC terminals through GSM-R network, and the driver shall receive and acknowledge these commands timely. If the driver has any question about these commands, he should ask the dispatcher immediately.
第39条  司机发现机车综合无线通信设备(CIR)故障时,可使用GSM-R专用手持终端联系,并及时通知列车调度员。
Article 39 If the driver finds that the Comprehensive Loco Radio (CIR) cannot work, he may use the GSM–R hand-hold terminal to communicate, and inform this condition to the dispatcher.
第41条 获鹿至太原东站间禁止挂有超限货物的列车。
Article 41 Any locomotives with oversize or overweight goods are forbidden to run on tracks between Huolu to Taiyuandong station.
