During the meeting held in Beijing the 12th to 14th of October 2009 between MAK, TSDI and DB I it was concluded that DB I will perform the following tasks:

Staff and room requirements for authorities as border control, border police, etc... will be separately dealt with by MAK.

As far as the railway administration is concerned MAK has to decide where to install this service and how many people they consider necessary according to local standard, and MAK has also to propose the possible arrangement for the administration building.

2. PURPOSE OF THIS REPORT  本报告的目的
With this report the assumed numbers of staff as well as the necessary dimensions and equipment for the stations, depot and workshops are given for further design development by TSDI as concluded during the meeting held in Beijing the 12th to the 14th of October 2009. Included in the report are short functional descriptions of rooms as necessary.

3. CONSIDERATIONS  考虑因素
The space requirements for the operation control centre (OCC) are not considered in the descriptions below.

Space requirements for signalling rooms, diesel generator rooms, etc... are described as integral part of the stations however these rooms might be housed in separate, special buildings adjacent to the station buildings.

Transformer rooms are also given as integral part of the buildings, but according to the supply chosen these transformers can be either open air equipment or special buildings might be constructed housing the transformer rooms.

To define the above will be subject to discussions between TSDI and DBI in the course of the project to define the most appropriate solution.

4. STATION, DEPOT AND WORKSHOP LIST

The facilities as given with Table 4 – 1 are to be considered for the general design. This table also includes the abbreviations chosen for the stations and facilities.

5. STAFFING  定员

* If departure and arrival examination will be performed at SKSIY than this number of people will be shifted to SKSIY

Note A: The work load in the depot is very low therefore administrative issues as well as servicing of the locomotives (fuelling and provision of sand with the assistance of the drivers) and warehousing can be done by the number of staff indicated.

Note B: The work load for the track maintenance people is low because major works will be out - contracted therefore administrative issues as well as warehousing can be done by the number of staff indicated.

Note C: All technical services are located in Naryn Sukhait (NSS) because this is the centre of the work load and to allow forming multi discipline teams for the recovery train
