第八节  非正常行车组织
Section VIII Organization of trains in abnormal operation mode
第54条  非常站控模式下，备班车站值班员按列车调度员的指示，及时上岗，负责指挥和办理非正常接发列车有关事宜。
Article 54 In super station control mode, station equipment duty officer should go to the work position on time, and issue commands and process abnormal train receiving/dispatching issues according to instructions from the dispatcher.
1．负责排列进路、开放信号和车机联控。
Responsible for arranging routes, clearing signals and conducting train locomotives integrated controls.
2．与邻站（助理调度员）办理行车手续，组织准备进路，填发行车凭证。
Process train operation procedures with neighbor station (assistant dispatcher), arrange and prepare routes and complete train running token.
3．道岔失去表示、进站信号机内方第一轨道区段故障，不能开放引导信号时，车站还须指派胜任人员按规定显示引导手信号。运输意见调度命令。
When the pilot signal cannot be issued due to track switch display losing or the first track section inside of the home signal units failure, the station should assign a qualified personal to display pilot signals according to regulations. Dispatching commands regarding transport advices.第  条非常站控模式下，车站不向司机交递书面行车凭证和调度命令，车站值班员使用GSM-R调度通信设备将调度命令、行车凭证号码（路票为电话记录号码、绿色许可证为编号）通知司机后，使用GSM-R调度通信设备发车，调度命令、行车凭证车站存查。对通过的列车，车站还须指派胜任人员按规定显示通过手信号。
Article    In super station control mode, the station will no longer issue written running tokens and dispatching commands to the driver; instead, these dispatching commands and running tokens will be send to the driver by the station duty officer via GSM-R dispatch communication units. Then the officer will instruct the driver to departure via GSM-R dispatch communication units. Dispatching command and running token will be checked and archived in the station. For trains passing the station, the station should assign a qualified personal to display hand signals for the train according to regulations.

Article   When there are red light strip appeared on the station receiving route (except the first track section inside of the home signal unit), the train dispatcher shall instruct the station equipment duty officer to confirm the track had not been occupied by other trains, and then he will arrange the route, clear pilot signal and notify the driver that the dispatcher will not issue dispatching commands any more. The driver should strengthen watching out, and prepare to stop the train at any time.
第 55条  遇设备故障，不能通过排列进路方式实现对道岔的控制时，道岔转换、位置确认及现场加锁办法：
Exception commandsArticle 55 when track switch cannot be controlled with the arranged route method due to equipment failure, the switch transition, location validation and field locking will be carried out in following methods:

1.使用SEI联锁设备提供的道岔现地人工操纵方式，由备班车站值班员书面通知电务人员室外现地操纵道岔号码及开通股道，并负责操作室内解锁盘上的道岔授权单操按钮，实现道岔转换。
With the field manual operation features provided by the SEI interlock units, the station equipment duty officer will notify electrical staffs in written to field operate switch numbers and clear station tracks, and to operate the single- acting switch authorizing button on the unlocking board in the control room, to changeover the switch.
2．不能使用SEI联锁设备提供的道岔现地人工操纵方式时，备班车站值班员根据按列车调度员指示，书面通知电务人员现场转换道岔、确认位置。
If the field manual operation function provided by the SEI interlocking device cannot work, the station equipment duty officer should, according to instructions issued by the dispatcher, notify electrical staffs in written to field changeover switches and to validate positions.
3．道岔加锁
Track switch locking
上述两种情况均需对有关道岔现场加锁、紧固，电务人员负责道岔加锁、工务人员负责道岔紧固。
In above stated two conditions, the relevant switch  should be field locked and tightened; the electrical staff  and the machinery staff will be responsible for locking and tightening the switch respectively.
道岔尖轨及心轨由电务使用钩锁器加锁，道岔尖轨由工务使用两个紧固器紧固；道岔心轨由工务使用紧固器紧固。
The tongue rail and point rail of the track switch will be locked by the electrical staff with a hook lock; and the point rail will be tightened by the machinery staff with a tightener.
道岔转换、加锁完毕，电务人员书面通知车站值班员，车站值班员向列车调度员汇报。
As the switch is changed over and locked, electrical staff will notify station duty officer in written, then the officer will report this to the dispatcher.
4．设备故障时，列车调度员与车站值班员之间要相互通知，
When there is device failure occurred, the dispatcher and station duty officer shall notify this to each other.
第  条 道岔的清扫工作由电务部门负责。
Article XX The track switch cleaning works will be undertaken by the electrical department.
