1. 评标方法
1. Bid Evaluation Method
本次评标采用综合评估法。评标委员会对满足招标文件实质性要求的投标文件，按照本章第4.3款规定的评分标准进行打分，并按得分由高到底顺序推荐中标候选人。综合评分相等时，以投标报价低的优先；投标报价也相等的，由招标人自行确定。
This bid evaluation adopts comprehensive evaluation method. Bid evaluation committee will give marks to the bids that have met the substantial requirements of bidding documents in accordance with the marking criterion specified in Term 4.3 of this Chapter, and recommend candidate bid winners from the highest to the lowest mark. When the comprehensive marks are equal, priority will be given to the one whose bidding quotation is lower; when the bidding quotation is also equal, the bid inviter will decide the bid winner by itself.

In accordance with the appraisals of the bid evaluation committee on bids, ask problems in the bids that need to be clarified (if any), the bidder shall clarify them in written forms.
2.4 评标委员会对投标文件进行评分；

（1）如果用数字表示的金额与用文字表示的金额不一致时，以文字表示的金额为准；如果书面报价与电子文档报价不一致时，以书面报价为准。
(1) When the money amount expressed in number is different from that expressed in character, the amount shown in character is applicable; when the written quotation is different from the quotation in electronic documents, the written one is applicable.

（2）算数性校核与修正
(2) Arithmetical Checking and Correction
对报价表中的单价、合价、总价进行校核，检验其有计算错误，并对其进行修正，原则如下：
The unit prices, summed-up prices and total prices in quotation shall be checked for arithmetical errors and it shall be corrected if there is any. The principal is as follows:
① 对各项费用明细表、报价表或计算表的修正
① Correction on rate list, quotation form or tabular statement
当表中某项细目的单价与数量的乘积与合价不一致时，以单价与数量的乘积得到的结果为准，并修改相应的合价。当评标委员会确认该细目的单价有明显的小数点位置错误时，则以标出的合价为准，并修改单价。当表中各项的合价之和与总价不一致时，以各项合价之和为准，并修改相应的总价。
When the product of one unit price and its number is different from the summed-up price, the product shall be applicable, and the corresponding summed-up price shall e corrected. When bid evaluation committee confirms that the unit price has an obvious error in scaling position, the summed-up price shall be applicable and the unit price shall be corrected. When the sum of the summed-up prices is different from the total price, the sum shall be applicable and the corresponding total price shall be corrected.
② 对汇总表的修正

按对各项费用明细表、报价表或计算表的修正价修改本表中的相应细目。当评标委员会确认该细目的单价有明显的小数点位置错误时，则以标出的合价为准，并修改单价。当表中各项的合价之和与总价不一致时，以各项合价之和为准，并修改相应的总价。
Correct the corresponding items in the summary sheet according to the corrected prices in rate lists, quotation forms or tabular statements. When bid evaluation committee confirms that the unit price has an obvious error in scaling position, the summed-up price shall be applicable and the unit price shall be corrected. When the sum of the summed-up prices is different from the total price, the sum shall be applicable and the corresponding total price shall be corrected.
按上述①、②款方法修正的投标价应视为投标的最终报价，即工程咨询酬金总价。投标人如不接受上述修正，则其投标可能被拒绝。
The bid prices corrected according to the above-mentioned Term ① and ② shall be viewed as the final bidding quotation, namely, the total price of project consulting payment. If any bidder rejects the above-mentioned correction, its bid may be rejected.
3.5 问题澄清
3.5 Problem Clarification
为有助于对投标文件的审查、评价和比较，评标委员会可要求投标人对投标文件涉及的资格、商务、技术等方面不明确的内容进行澄清，并要求投标人以书面形式澄清相关内容。但澄清文件不得改变投标文件的实质性内容。评标委员会不接受投标人主动提出的澄清、说明或补正。
To facilitate appraisal, evaluation and comparison of bids, bid evaluation committee may ask bidders to clarify the unclear contents on qualification, commerce and technology etc in the bid and ask them to clarify the relevant contents in written form. But the clarification documents shall not change the substantial contents of the bid. Bid evaluation committee will not accept the clarification, explanation or correction initiated by bidder.
3.6 投标人有以下情形之一的，其投标作废标处理
3.6 In any of the following circumstances, the bidder’s bid will be rejected
（1）对不满足形式评审、资格审查和响应性评审任一项要求的投标，将视为实质性不符合或不响应招标文件而予以拒绝；
(1) Any bid that fails to meet any requirement of formal, qualification and responsive appraisal shall be viewed as substantially non-compliant or non-responsive bid and shall be rejected.
（2）串通投标或弄虚作假或有其他违法行为的；
(2) Collude, cheat or other illegal conduct;
（3）不按评标委员会要求澄清、说明或补正的。
(3) Fail to clarify, explain or correct as required by bid evaluation committee.
