6.2 TERRITORIAL DELIMITATION OF THE OPERATIONAL STAFF POSITIONS   运营人员位置的区域定界
In the Operation Control Centre four people are simultaneously employed.

o The Main Traffic Dispatcher (MTD)

The MTD is responsible for the train operation on the whole line. The MTD can per?form all control actions which are necessary for a smooth operating procedure. Only he is allowed to give driving permission to the train drivers. He is able to give the dis?posability for certain main signals to the LSD in order that they can perform shunting movements in their area.
MTD负责整条线路的列车运行。MTD能够执行平稳运营程序所必需的所有控制行为。只有他允许向列车司机发出许可。他能够向LSD授权停用特定的主信号，这样他们可以在其区域执行调车操作。
The LSD-S is responsible for the shunting movements in Shiven Khuren Station and the Intermediate Station. In Shiven Khuren Station the hauling trains from China with Chinese locomotives arrive. The Chinese locomotives have to be replaced with Mon?golian locomotives. The LSD-S has to setup the necessary shunting routes and has to give the driving permit to the train driver. Also in the case a freight wagon has to be removed for any reason from a train set the LSD-S manages all necessary shunting operations.

The LSD-N is responsible for the shunting movements in Naryn Sukhait Station. He also manages the shunting movements to and from the depot and within the depot. Additional he is responsible for the transfer of empty trains to the loading facilities in the loop and the taking over of the loaded trains from the loading facilities in the loop.
LSD-N负责那林苏海特站内的调车操作。他也管理来往车库以及车库内的调车工作。此外，他也负责空车向环线内装运设施的传送以及从环线装运设施接收重载列车。

6.3 BASIC REQUIREMENTS FOR THE WORKPLACES  工作场所的基本要求
The Operation Control Centre (OCC) is located in Naryn Sukhait Station. In the fol?lowing only the requirements for the operation room will be roughly described.

6.3.1 Structural requirements  结构要求

For the determination of the OCC location and its construction the following aspects have to taken in consideration:

o The location must ensure a failure-free operation of the computer hardware con?cerning mechanical, electrical and magnetically environmental conditions.

o Vibrations with a frequency of < 5 Hz should be avoided in neighbourhood of the OCC building.

o All rooms of the OCC with installed computer hardware must be equipped with a double floor. The clearance of the double floor should be 15 cm in op?eration rooms and 30 cm in computer hardware rooms.

o The operation rooms should not be exposed to direct sunlight.

6.3.2 Place requirement for the operator stations  操作员站的场所要求
In the OCC 5 operator stations will be established. One operator station for the main train dispatcher (MTD operator station), two operator stations for the LSD (LSD op?erator station) and one operator station for the assistant of the main train dispatcher (MTD-A operator station).
在OCC中，将建立 5个操作员站。一个操作员站用于主列车调度员（MTD操作员站）、两个操作员站用于LSD（LSD操作员站）、一个用于主用于主列车调度员助理（MTD-A操作员站）。
7. RECOMMENDATION FOR NARYN SUKHAIT TO SEKE RAILWAY
那林苏海特至策克铁路的建议
According the planned transport volume for the Naryn Sukhait Mine to Seke railway for the year 2025 a suitable operating program has been presented. The operating program shows that it is not necessary to sectioning the line between the stations for increasing the capacity of the line.
依据2025年那林苏海特煤矿至策克的规划运输量，已提出一个适当的运营方案。所制定的运营方案无需将车站之间的线路分段，以提高线路的容量。
