6.1 NEEDED OPERATIONAL STAFF POSITIONS   所需的运营人员岗位
Considering the operational program described above the following operational staff positions have to be established.

The “Main train dispatcher” is responsible for the train runs on the Mongolian part of the railway from Naryn Sukhait Mine to Seke. He is the head of the operational per?sonnel.

The main train dispatcher controls all activities for operating the train runs. He is responsible for the secure and punctual operating of all train runs and all associated activities. The main train dispatcher is located in the “operation Control Center (OCC) in Naryn Sukhait Station (NSS).

Should a train run take place the main train dispatcher has to check the track to be free from any vehicles and other obstacles. If the track is free he sets up, secures and fixes the route. For shunting movements on main tracks or shunting movements that pass a main signal he needs the approval of the main train dispatcher.

The local shunting dispatcher is not allowed to operate the main signals of the stations like entry signals, exit signals or routing signals. To perform the shunting movements the local shunting dispatcher is only allowed to manage the switches and shunting signals in the sidings.
