2. Conditions of Participation:
2 参与竞标的条件:
2.1 Proposals must remain valid for 90 days from the RFQ due date.
2.2 提案须在报价邀约书截止日九十天之内仍然有效.
2.3 Bidders shall carefully review the RFQ and all other referenced documents. Bidders shall notify AAAAA immediately (prior to bid submission) of any and all ambiguities, conflicts, contradictions, omissions, and inconsistencies they identify in the RFQ.
2.4 竞标人需要仔细检查报价邀约书和其它参考文件。在提案提交之前，一旦发现在报价邀约书中有任何的模糊、冲突、矛盾、遗漏或者不一致之处，竞标人需马上通知AAAAA。
2.5 RFQ Bidders shall carefully review the construction site to obtain first-hand knowledge of existing conditions and requirements. No additional compensation will be allowed for conditions which can be determined by examining the site and the documents.
2.6 报价邀约书竞标人需自己察看建筑工地以获取现有状况和可能要求的第一手资料。对所有能通过检视现场和查阅文件发现的状况，事后不允许进行任何额外的补救。
2.7 Ensure the name of your company, Project title, RFQ number, Attn are clearly visible on proposal and shipping packages.
2.8 确保提案和货运包装上贵方的公司名称、项目名称、邀约书编号、接收人清晰可见。
2.9 This RFQ, any submitted proposal, and all associated documents and information concerning the project are considered AAAAA Proprietary Information and is confidential. Bidders shall not disclose any such information to any third party without AAAAA’ consent, except to obtain pricing from suppliers,

2.10 本报价邀约书、所有提交的提案、以及所有与本项目相关的文件和信息都是为AAAAA所有的信息，因此是机密的。在未经AAAAA同意之前，竞标人不得将这些信息向任何第三方透露，为了获得供货商和转包商的报价目的的除外。
2.11 Bidders are responsible for any pre-award costs.

2.13 Bidders should be aware that AAAAA will not consider exceptions to the Agreement or General Terms & Conditions for this Project, unless clearly expressed in writing. Preference will be given to vendors who accept the contract as is, in its entirety.

2.15 AAAAA reserves the right to reject any and all proposals, waive formalities, and to enter into contracts, or not, in the best interest of AAAAA. AAAAA reserves the right to enter into additional negotiations with one or more respondents to this RFQ.
2.16 AAAAA保留为AAAAA自己的最大化利益考虑而拒绝一个和所有提案、取消程序、以及签订或者不签订合同的权利。AAAAA保留与本报价邀约书的一个或者更多参与者进行额外谈判的权利。
2.17 AAAAA assumes no contractual or monetary obligation until a contract is properly executed by both the Bidder and AAAAA. Any and all prior or preliminary discussions and/or prior verbal or written agreements shall not be considered in the evaluation process or be considered to constitute an agreement of any kind or be considered a contract for purposes of this RFQ.
2.18 在合同由竞标人和AAAAA开始正确执行之前，AAAAA不承担任何合同或者货币方面的义务。任何及所有事先讨论和/或事先的口头或者书面协议将不会考虑在评估过程之中，也不能认为构成任何性质的协议，也不能被认为是与本邀约书的目的相关的合同。

Addenda may be issued to clarify, correct, or change the Bidding Documents as deemed necessary by Owner.

? BID EVALUATION标书评估
1. AAAAA will evaluate your proposal based on responses to the above and the RFQ.AAAAA reserves the right to award the contract to the supplier who may not have the lowest price.
2. AAAAA将依据贵方提案中对上述事项和报价邀约书的回应程度来进行标书评估。AAAAA保留将合同给与报价可能并非最低的供应商的权利。
3. Bid opening is conducted privately. Incomplete, non-responsive or late proposals may not be considered.
4. 竞标程序秘密进行。不完整、不按要求和不及时的提案不予考虑。
5. Proposals will be evaluated on the above required proposal submittal requirements.
6. 提案的评估以上述提及的提案提交要求为准。
7. This Request for proposal is being issued by AAAAA Inc (“Applied”) for the purpose of soliciting informational proposals from vendors with respect to the potential business transaction decribed herein (The “Potential transaction’). Applied will only become obligated to you with respect to the potential transction ,if at all, upon and subject to applied execution of a separate, writing agreement with you setting forth the complete and definitive terms and conditions of the potential transction. The Applied may elect at any time .with or without notice to terminate further discussion. evaluation and/or negotiation with you regarding the potential transction.
8. 本提案邀约书是由AAAAA公司为了此处描述的潜在商业交易（下称“潜在交易”）寻求卖主的信息提案而发布的。只有在AAAAA公司同贵方签订独立的书面协议，规定潜在交易的全部、最终的条款和条件，开始执行之后，AAAAA才对贵方负责。AAAAA可选择在任何时候，在有或者没有通知的情况下，终止同贵方就潜在交易进一步商讨、评估和/或谈判。
9. By submission of your response to this request for proposal, you are further confirming your acknowledgement and acceptance of the above-stated conditions.
