培训基本要求
Basic Requirement of Training
（1） 技术培训课程的设置（课程参加人数、科目和地点）提供理论与实践相结合的机会，全面提高受培训人员的实际操作水平。
(1) Technological training classes( number of attendees, subjects and sites) should combine theory with practice to improve the actual operating level of trainees in all dimensions.
（2） 技术培训从各科目的理论介绍开始，并进行实际的演示和实习，使接受培训人员有机会对所用软件和技术能够进行实际应用、对生产设备进行实际操作等。
(2) Technological training starts from the theoretical introduction of every subject, includes practical demonstration and exercise so that trainees have the opportunity to pratically use all software and technologies, operate manufacturing equipment etc.
（3）从事技术培训的教员是具有资深理论知识和丰富实践经验的技术人员和管理人员。
(3) Teachers involved in technological training should be those technicians and managerial people with abundant theory knowledge and rich practical experiences.
（4）教员对培训人员的掌握水平进行认证，签发合格或不合格证书，培训人员对教员培训效果进行认证。双方认证结果交铁道部备案。如一方有异议，由铁道部派相关专家进行认证。培训的重复进行费用按相关规定执行。
(4) Teachers confirm the mastering level of trainees and issue qualified or unqualified certificates. Trainees also confirm the training effect of teachers. The confirmation results of two sides will be submitted to the Ministry of Railways. If either side holds disagreements, the Ministry of Railways will send relevant experts to confirm. The spending of repeated training will be handled in line with relevant regulations.

（1）在合同执行期间，技术培训根据牵引供电装备设计和制造的实际需要分为国外培训和国内培训，并按不同的制造阶段实施。

（2）在每次国外培训开始前60天，国内培训开始前30天，明确本次培训的内容、范围、时间安排、地点、参加人员、在培训中培训方提供的技术资料清单和需要受训方提供的设施和信息等。
(2) The training content, range, arrangement of training, participants, list of technological materials provided by trainers and facilities and information provided by trainees should be clear sixty days before the kickoff of overseas training and thirty days before domestic training starts.
（3）技术培训结束后，铁道部将对培训结果进行评估，并将评估报告发送给培训方。

一、设计技术培训计划
I. Training Plan of Design Technology
（一）国外培训
(I) Training Overseas
  培训内容：理论---产品设计原则、产品设计计算方法、产品设计中各参数的计算及选取原则、计算软件的使用。实践---计算书对图纸的转化(参与国外设备供货方类似产品的设计)。
  Content of Training: Theory includes product design principle, calculation modes of product design, calculation and choosing principle of every parameter in product design, and use of calculation software. Practices include calculation of the transfer from book to drawing  referring to the design of passenger transport special line product or similar products of foreign equipment supplier).
  培训人员：2人；具有一定设计经验的设计人员。
  Trainees: Two design workers with certain design experiences
  培训时间：2个月。
  Term of training: Two months
  培训考核：模拟产品的设计，确认被培训人员熟悉掌握了培训内容，并颁发合格证书。
  Test of training: Simulate design of product and ensure trainees have mastered the content of training and award them certificates.
（二）国内培训
(II) Training domestically
  培训内容：理论---组部件及材料选取原则、组件设计原则、技术条件、标准及检验验收规范、使用说明书及其它相关技术文件。
  Content of training: Theory includes principle of choosing parts and materials, design principle of parts, technological conditions, standard, checking and accepting standards, instruction books and other relevant technological materials.
  培训人员：3人；具有一定设计经验的设计人员。
  Trainees: Three design workers with certain design experiences
  培训时间：1周。
  Term of training: A week
  培训考核：确认被培训人员熟悉掌握了培训内容，并颁发合格证书。
  Test of training: Ensure trainees have mastered the content of training and award them certificates.
