应急方案Emergency Plan
I.I.
引言Preface
如果站坪管线加油系统无法于开始日期前有效地为FedEx 飞机加油, 则华南蓝天应实施一个加油应急方案(“应急方案”)。If the airfield pipelines refueling system cannot refuel the FedEx planes before the starting date, South China Bluesky Aviation Oil Co., Ltd. shall carry out an emergency plan for refueling (“Emergency Plan”).华南蓝天应在本协议签署日期前至少一(1)个月时向FedEx提供一份初步应急方案。South China Bluesky shall provide a preliminary emergency plan for FedEx at least one month before signing this Agreement.FedEx应向华南蓝天确认该方案能否满足FedEx的加油需要。FedEx shall confirm with South China Bluesky whether such plan can meet the refueling requirement of FedEx.
如果截至2008年8月8日，站坪管线加油系统的试运行及相关程序仍未完成，华南蓝天应启动一个程序，以保证应急方案的顺利实施。If trial operation and related programs of the airfield pipelines refueling system have not been completed until August 8, 2008, South China Bluesky shall carry out a program to guarantee the successful implementation of the emergency plan.该应急方案应确保能够按照本协议的规定安全、准时并符合质量规格地为FedEx飞机加油。The emergency plan shall ensure that it is able to refuel the FedEx planes in safety, on time and meeting the quality specifications, in accordance with the regulations of this Agreement.
FedEx应在开始日期前三（3）个月时向华南蓝天提供一份经修订的FedEx飞机与油料需求表。FedEx shall provide a revised demand schedule of FedEx planes and oil for South China Bluesky 3 months before the starting date.华南蓝天应在开始日期前两（2）个月时对以下第II部分初步应急方案进行更新并将其提供给FedEx。South China Bluesky shall update the preliminary emergency plan in the following Section II and provide it for FedEx 2 months before the starting date.
II. 初步应急方案Preliminary Emergency Plan

a.a. 航班时刻表（现有的及未来的）；及Flight Timetable (at present and in the future); and
b. 油料需求量预测Forecast of Oil Demand
应急职能Function in Emergency

总指挥：General Director:
总体负责协调应急事务，在必要时代表公司对外进行新闻发布。Takes overall charge of the coordination of emergencies and represents the company for news release when necessary.
信息联络组：Information Contact Group:
1.
负责监控公司与FedEx的履约能力，及时向总指挥提供建议；Takes charge of monitoring the contract implementing capability of the company with FedEx and brings forward suggestions to the General Director in time;
2、
负责与FedEx的沟通与联络，协调客户关系；Takes charge of communicating and contacting with FedEx and coordinating the relationship with the client;
3、
负责审批加油车辆购置计划。Takes charge of examining and approving the purchase plan of refueling vehicles.
设备保障组：Equipment Guarantee Group:
1、 负责实施加油车辆紧急调运方案；Takes charge of implementing the emergency plan of refueling vehicle dispatching;
2、 负责编制加油车辆购置计划并在报批后实施采购；Takes charge of preparing purchase plan of refueling vehicle and implementing purchase after the plan has been approved;
3、 就本预案实施过程中的相关技术问题向总指挥提出解决建议和方案。Propose suggestions and plans to the General Director for solving related technical problems in during the implementation of this plan.
供油保障组：Oil Supply Guarantee Group:
1、 具体负责落实FedEx供油保障工作；In charge of carrying out the oil supply guarantee for FedEx;
2、 负责提供加油车、人员需求测算；负责新购和新调车辆的启用管理；负责人员培训；In charge of calculation of demand for refueling vehicle and personnel; in charge of the management of newly purchased vehicles; in charge of training to staffs;
3、 负责在预案实施过程中就加油保障问题与机场方面进行相关协调；In charge of the coordination between the problems in oil supply and the airport during the implementation of the plan;
工程维修组：Engineering Maintenance Group:
1、 负责把握FedEx供油工作进度并及时通报工程进度，就未能按期完成的事项及时向总指挥报告；Takes charge of the schedule of oil supply to FedEx and publicize the engineering schedule in time, reports in time to the General Director of the uncompleted items according to schedule;
2、 负责向总指挥提供FedEx供油工程问题解决方案并组织实施；Takes charge of providing solutions to the problems in FedEx’s oil supply for the General Director and organizes implementation;
3、 负责在预案实施过程中就加油设施问题与机场协调。In charge of the coordination of problems in refueling facilities with the airport during the implementation of the plan.
