I hereby to declare what i purchased the diode pumped laser subsurface engraving machine LD-xxxx from xxxx Laser Co., Ltd. at Jan.30, 2014 under the Sales Confirmation LD-2014-xxxx, i payed 30% in advance and 70% by letter of credit.. But when i received the machine to run the relative operating process, i found the engraved quality and function was not the same with the contract. There was a malfuntion with the range of the machine while it had a range of 75x75mm but it should have a range of 100x100mm according to the contract. I could not solve the relative problem under the seller’s technical suggestion by e-mail but the repairing of the range had to be done in the seller's factory. After my insisting the seller agreed to inspect and repair the machine and to return the machine with the according features. Several months passed until we clarify what documents the seller needed to acopmany the machine's repair.
我在此声明我于2014年1月30日从xxxx激光有限公司购买了二极管泵浦激光雕刻机LD-xxxx，销售确认书是LD-xxxx，我预付了30%，其余70%是用信用证支付的。但是当我收到这台机器运行有关操作程序时，我发现了雕刻机的质量和功能与购买合同不符。机器的问题在于雕刻的尺寸范围不对，购买到机器的雕刻范围是75x75mm，但根据合同其雕刻范围应该是100x100mm。我无法通过电子邮件按照卖方的技术建议来解决这个问题，只能在卖方工厂来修理雕刻范围问题。在我的坚持下，卖方同意根据功能要求检查和修理机器，并给我运回修理好的机器。直到我向卖方说明修理机器所需的文档以后，已经有几个月过去了。

Upon the Machine’s Repair Agreement LD-2014-xxxx, i had already returned the machine with package at Dec.15, 2014, and i paid the relative sea freight from Canada to Wuhan, China. The machine arrived at it's destination in February The seller told me what they received the returned machine at March 30, 2015.
根据机器维修协议LD-xxxx，我已经于2014年12月15日将机器连同包装一起运回去了。我支付了从加拿大到中国武汉的海运费用。这台机器于二月份到达目的地，卖方告诉我他们于2015年3月30日收到我运去的机器。
Still now i had not received my machine from the seller, but the seller told us what the machine be held by the customs in Shanghai cause of they made the wrong package for my ordered machine, so the seller could not clear the customs process and make the shipment on time, i could not know why the seller made this mistake, but it had already affected my business running. For this delay I have informed the Chinese Consulate General in Toronto and he has taken the case.
现在我还没有收到我的机器，但卖方告诉我们机器在上海被海关扣压了，因为他们为我订购的机器使用了错误的包装，所以卖方不能办理海关清关程序，不能按时运输机器，我不知道卖方为什么犯了这个错误，但它已经影响了我的企业业务运行。为了这一延误，我已通知中国驻多伦多总领事馆，他们已受理了这一案件。

Now i take my final declaration to the seller as “Make the shipment for my order at once upon the Machine’s Repair Agreement LD-xxxx, or return my payment.”. If I do not find another solution I will adress to the China International Economic and Trade Arbitration Commission.
现在我向卖方做如下的最后声明：“立刻按照机器维修协议LD-xxxx运输机器给我，否则给我退款。”。如果我没有找到另外的解决办法，我将会向中国国际经济贸易仲裁委员会投诉。
I hope this explanation will  help  you to know this real business existed between the seller and us, and i also hope you will release my machine soonest.
