Why do some countries require documents with two (more) copies?

The embassies of Philippines, Thailand, Venezuela, Turkey, Uzbekistan and other countries in China specifies that documents of applying for consular authentication needs to be archived and archived documents also need to handle consular authentication in the Consular Division of the Ministry of Foreign affairs of China. Therefore, when the consular authentication is applied for in foreign embassies in China above, two (more) copies of the documents (both/all originals) should be prepared in accordance with the requirements, and the consular certification of the Ministry of Foreign Affairs should be applied for.
