领事认证

Consular certification

领事认证就是指一国外交、领事机构及其授权机构在公证文书或其他证明文书上,确认公证机构、相应机关或者认证机关的最后一个签字(签章)或印章属实的活动。也就是说,我国内地出具的有关涉外公证书或其他相关证明文书等在送往外国使用前,按照国际惯例和我国领事实践,一般情况下,需要办理外交部领事司或其授权的地方人民政府外事办公室(以下简称地方外办)和外国驻华使领馆的领事认证。反之,外国出具的有关文书拟送往我国使用前,一般情况,需在当地办理有关公证及认证后,再到我国驻该国使领馆办理领事认证。

It means the activity that the diplomatic or consular organ or its authorized institution of one country verifies the true of the last signature (signet) or seal of the notarization organ, corresponding organ or certifying body on the notarization or other authenticated documents. In other words, the foreign-related notarization or other authenticated documents issued in the hinterland of China should be certificated in general conditions by the consular from the Department of Consular Affairs of Ministry of Foreign Affairs, or the Foreign Affairs Office of local People’s government (hereinafter referred to as Local Foreign Affairs Office) authorized by it, and the foreign embassies and consulates stationed in China, according to the international practice or the consulate practice of China. Conversely, in general conditions, the relative documents issued from foreign countries must be notarized and certificated in the local place first, and then be certificated by the consular in the embassies and consulates of these countries stationed in China, before they are sent and used in China.

使馆认证是指一国外交机构及其授权机构在涉外文书上确认所在国公证机关或某些特殊机关的印章或该机关主管人员的签字属实。经过认证的证书具有法律效力,可为文件使用的有关局承认。

It means the diplomatic organ or its authorized institution of one country verifies the true of the stamp of the notary organ or some special organs of its country or the signature of the executive of the organ. The certificate through certification has legal force, and is admitted by relative authorizes using it.

使馆认证主要包括民事认证和商业认证,民事认证,如出生、学历、收入证明等；商业认证,如产地证明、形式发票、提单、保险单等
