是否可以只办理中国外交部的领事认证

Can consular certification of the Ministry of Foreign Affairs of China only be applied for?

绝大多数国家的主管机构，如内政、民政、劳动或司法等部门，只接受经自己国家的外交或领事机构认证的外国文书。如涉外文书只办理中国外交部的领事认证，而不办理文书使用国驻华使领馆的领事认证，会导致被文书使用国拒绝接受。

The appropriate body of most countries, such as internal affairs, civil affairs, labor or judicial department, only accepts foreign documents authenticated by the diplomatic or consular organs of their own states. If for foreign-related documents, only consular authentication of the Ministry of Foreign Affairs of China is applied for and consular authentication of the embassy in China of the country that the documents shall be used in not applied for, it will result in the refusal of accepting the documents by the country that the documents shall be used.

因此，通常情况下，送国外使用的涉外文书需办理双认证。只有在当事人明确了解文书使用国只要求对涉外文书办理单认证的情况下，才可只办理中国外交部的领事认证，不办理外国驻华使领馆的领事认证。

Therefore, under the usual circumstances, for the foreign-related documents sent to foreign countries for use, dual certification needs to be applied for. Only when the party has a clear understanding of requirement of the country that the documents shall be used in that only a single authentication of foreign-related documents is required can only the consular certification of the Ministry of Foreign Affairs of China be applied for. And the consular authentication of the foreign embassies in China can not be applied for.
