The procedure of Mandarin,Chinese, English certified translation, notarization, certification and legalization by Ministry of Foreign Affairs and the embassies:

3. Remittance;
4. Translation, print and stamp;

And thanks for getting the new files to me as well - later today.
As for the quality. I cannot read Chinese myself. The Chinese employees at the factory will need to read the manual, so I will hear back from them once they are working with the new machine.
However, I trust that the translation is of good quality and will make sense to Chinese speakers/readers.
If there are any concerns or feedback, I will let you know.
