6.3 Delivery inspection and onsite acceptance
6.3.1 Delivery inspection
1) The equipment shall be tested in accordance with the inspection items regulated by relevant standards and technical clauses. The contract equipment shall not be delivered without the equipment manufacture inspection.
2) All contract equipment provided by the seller shall be attached with the product quality certificates issued by the manufacturer before delivery.
3) The quality responsibilities of the seller shall not be exempted although the buyer’s representative takes part in the inspection before delivery.
6.3.2 Onsite acceptance
1) After the goods are delivered to site, the buyer, the contractor, the onsite engineering supervisor and the supplier shall carry out the open-package inspection in accordance with the delivery note and packing list to check the quantity, specification, quality and technical documents of the goods and then record. The record shall be jointly signed by the supervisor, the contractor and the supplier.
2) Through onsite inspection, if there is any damage, defect, shortage or discrepancy in quality and quantity standards and codes in contract for the reason attributable to the seller, the seller shall promptly repair, exchange or make up the shortage with the manufacture cost, repair charge, transportation charge, insurance, customs and other relevant charges at its own cost.
6.4 Installation, debugging, trail run and acceptance test
6.4.1 The installation, debugging, trail run and performance test of the contract equipment shall be carried out by the seller.
6.4.2 After installation, every installed equipment shall be debugged in accordance with the items regulated in the contract and shall be provided with one installation debugging report. If installation and debugging of all equipment meet the standards and the start-up condition, the buyer shall issue the “mechanical completion certificate” to the seller.
6.4.3 If the contract equipment passes relevant onsite tests and 168h trail run, it shows that the contract equipment meets the technical requirements of the contract. Then the seller shall submit the debugging report and the buyer shall issue the “preliminary acceptance certificate”.
If the equipment fails to meet above mentioned requirements, the buyer shall list the problems to be corrected for getting confirmation of the seller and require the seller to repair or replace the equipment until the test and debugging succeed. The extra cost caused by this shall be borne by the seller.
6.4.4 The seller shall, within 60 days after issuance of the “preliminary acceptance certificate”, complete the performance tests of the units. If the units pass the performance tests and meet the performance guarantee, the buyer shall issue the “formal acceptance certificate”. 
6.4.5 The performance test report submission date shall be the start date of quality warranty period of the contract equipment which shall be 2 years. XXX period is 30,000 hours or 4 years.
The “XXX period” refers to 2 years from the day when the quality warranty period is expired.
6.4.6 If any discrepancy between the supplied equipment and the contract and other problems including potential defects or improper material used are found within the quality warranty period, the buyer shall immediately notify the seller and the seller shall promptly repair or submit the measures and the date to solve these problems.
6.4.7 If the main elements or components are repaired or replaced due to quality problems during the quality warranty period, the quality warranty period of the elements or components shall be started from the date of repair or replacement.
6.4.8 During the quality warranty period and the operation guarantee period, the standard fittings to be replaced in accordance with the manufacture maintenance manual shall be replaced by the seller.

6.3 设备出厂检验和现场验收
6.3.1 出厂检验
1)设备将按照相关标准和技术条款中规定的检查项目进行检验。合同设备未经设备制造检验,均不得工厂运出。
2)卖方供应的所有合同设备出厂时,有制造厂签发的产品质量合格证。
3)买方代表参加交货前的检验工作不会解除卖方对货物质量应负的责任。
6.3.2 现场验收
1)货物到达现场后,买方、施工单位、现场工程监理与供货商一起根据运单和装箱单组织对货物进行开箱检验。检验货物的数量、规格、质量和箱内的技术文件,做好开箱记录,由买方监理、施工单位和供货商签字认可;
2)现场检验时如发现设备或文件由于卖方的原因,存在有任何损坏、缺陷、短少或不符合合同中规定的质量、数量标准和规范时,卖方将及时修理、换货或补发短缺部分,由此产生的制造、修理和运费及保险费、关税等费用均由卖方承担;
6.4 设备的安装、调试、试运行和验收试验
6.4.1 合同设备的安装、调试、机组试运行和性能测试将由卖方完成。
6.4.2 每件设备的安装完毕后,按照合同规定的项目,对安装的设备进行调试,并为每件设备提交一份安装调试报告。如果所有设备安装和调试均符合标准规定,具备起动的条件,买方将向卖方签发一份合同设备“机械完工证书”。
6.4.3 合同供货的设备完成有关现场试验,并通过168小时试运行合格后,证明合同设备已满足合同的技术要求,卖方提交调试报告,由买方签署“初步验收证书”。
如果设备不能达到上述要求,买方将列出需要卖方改正的问题由卖方确认,并要求卖方修理或替换设备,再重新作上述测试和调试直到成功为止,因此造成的额外费用由卖方负责。
6.4.4 买方签署了“初步验收证书”后60天内,卖方完成电厂机组的性能测试。机组通过性能测试,达到性能保证值,买方将签署“正式验收证书”。
6.4.5 提交性能测试报告日期视为合同设备质量保证期的开始,质量保证期为二年。,总计30000小时或四年。
“质量保证期”是指性能测试报告提交的当天开始,为期二年。
“”是指质量保证期结束的当天开始,为期二年。
6.4.6 在合同中规定的质量保证期内所供设备与合同规定不符,或发现有其他任何问题,包括潜在的毛病或使用了不适当的材料等,买方将立即通知卖方,卖方将尽快修复或提出解决这些问题的措施和时间。
6.4.7 如果在质量保证期内设备的主要元件或部件出现质量问题,需要修改或更换。该元件或部件的质量保证期从修理或更换后开始重新计算。
6.4.8 在质量保证期和运行保证期内设备按照工厂维修手册需更换的及标准配件均由卖方进行更换。
