7.1 Quality warranty

7.1.1 The seller shall guarantee that the supplied equipment shall be brand-new and complete with advanced and matured technical level, excellent in quality and designed in accordance with the specific standards. The equipment lectotype shall be safe, reliable, economic in operation and easy for maintenance. Besides, the seller shall also guarantee that the supplied equipment has no defect caused by design, material, process or any other behaviors attributable to the seller.

The seller shall guarantee that the quantity, quality, process, design, code, mode and technical performance of the contract equipment meet the requirements of the technical specifications.

The seller shall guarantee that the submitted technical data and drawings are clear, complete, unified, correct and accurate and can meet the requirements of transportation, design, installation, debugging, operation and maintenance of the power plant.

7.1.2 The seller shall guarantee that there is no legal issue of patent or patent technology application for the supplied equipment.

7.1.3 The seller shall clearly know the end user of the equipment and components, the natural conditions of operation and design conditions of the power plant and research the technical requirements and data provided by the buyer in details. The seller shall guarantee that the equipment and components shall operate normally at the local place.

7.1.4 During the contract implementation period, including quality warranty period, if there is any defect in the equipment, any error in the technical data, any discrepancy with the technical clauses, any rework and discard for the errors attributable to the seller’s technicians, the seller shall take the responsibilities of schedule delay and take the economic responsibilities and shall repair or replace for free in the shortest period.

7.2 Quality control

7.2．1 The seller’s main equipment manufactories shall establish the ISO-9000 series quality warranty system to guarantee the manufacture quality of the equipment.

7.2．2 The seller shall, within 15 days after the contract takes effects, provide the buyer with four quality control outlines and procedure manuals to show the applicable organizational framework. The seller shall put forward and persist in using the quality control outlines for manufacture to guarantee the equipment quality meeting the required quality standards. The seller shall prepare a detailed quality control outline, including the quality control during materials and components purchasing, machining equipment for each procedure, quality inspection, tests, inspection methods, inspection tools, inspectors etc.  

7.2．3 During implementation of the contract, the buyer’s supervising engineers or other authorized representatives shall, from the manufacture to shipping, supervise whether the methods, processes and procedures in each stage meet the quality control outline. Before beginning of the engineering, the seller shall notify the buyer in written form to appoint one person or one organizational member to implement the relevant regulations in quality management.  

 

8.1 General provisions

8.1.1 All technical data provided by seller shall meet the requirements of the design of power station, installation and debugging, operation test and maintenance.

8.1.2 Technical documents and drawings provided by the seller shall be tidy, accurate and packed well, and shall be provided to the buyer by systematical classifications and stages.

8.1.3 The drawings shall adopt the following drawing specifications of ISO:

        A4  210x297mm

8.1.4 The seller shall provide the technical documents regulated by the technical specifications to the buyer. Copies of technical documents shall be ten.

8.1.6 All provided technical documents, drawings, design documents, operation and maintenance manuals of imported equipment shall be in English and Chinese. The drawings and documents of domestic equipment shall be in Chinese. The unit shall use the metric system, i.e. SI international unit. Signs and abbreviations shall conform to the international standards.

8.1.7 The technical documents shall be delivered by E-mail and private express mail.

7.1 质量保证

7.1.1 卖方保证其供应的设备是全新、完整的。技术水平是先进、成熟的，质量优良的，并按特定的标准设计的，设备的选型均符合安全可靠、经济运行和易于维护的要求，并且卖方还保证按合同所提供的货物不存在由于设计、材料或工艺的原因所造成的缺陷，或由于卖方的任何行为所造成的缺陷。

卖方保证合同设备的数量、质量、工艺、设计、规范、型式及技术性能，完全满足本技术规格书的要求。

卖方保证所交付的技术资料、图纸是清晰的、完整统一和内容正确、准确的，并能满足电站的运输，设计，安装，调试，运行和维修的要求。

7.1.2 卖方保证其供应的设备不存在任何专利和专用技术应用的法律问题。

7.1.3 卖方明确知道买方所订购的设备或部件的最终用户及该设备或部件使用地点的自然条件和电厂的设计条件，并对买方所提供的一切技术要求和资料均进行了详细的研究。卖方保证提供的设备或部件可在当地条件下正常运转。

7.1.4 本合同执行期间（包括质保期），如果卖方提供的设备有缺陷或技术资料有错误，或不符合“技术条款”要求，或由于卖方技术人员错误，造成工程返工、报废，卖方承担造成工期延误的责任和经济责任，并在尽可能短的时间内无偿修理或替换。

7.2 质量控制

7.2．1卖方的主要设备制造工厂建立起ISO-9000系列的质量保证体系，保证设备的制造质量。

7.2．2在合同生效的15天内，卖方向买方提交四份质量控制大纲和程序手册，并说明适合于本合同的组织机构。卖方提出、并坚持使用设备制造用的质量控制大纲，以保证设备质量符合规范要求的质量标准。卖方完成一份详细的质量控制大纲，包括材料、零部件采购过程中的质量控制，每一制造工序所使用的加工机具，实施的质量检验、测试、检验方法，检验工具，检验人员等内容。

7.2．3整个合同期，从制造到装船，买方的监理工程师或其他授权代表将在工程的各阶段对卖方的方法、工艺程序和流程进行监督，看是否符合质量控制大纲的规定。工程开始前，卖方应书面通知买方指定一名他的人员或他的组织成员负责执行合同中有关质量管理的规定。

 

8.1 一般规定

8.1.1供方所提供的各种技术资料能满足买方对电站设计以及安装调试、运行试验和维护的要求。

8.1.2卖方提供的技术文件及图纸整齐清楚、正确无误、装封良好、并按系统分类，分期分批提供给买方。

8.1.3图纸采用以下国际标准化组织（ISO）图纸规格：

        A4  210x297mm

8.1.4本技术规范书所规定的技术文件由卖方提供给买方。技术文件的份数10份。
