随着中国社会和经济的飞速发展，为满足中国能源结构调整中能源需求增长的需要，山东核电有限公司(SDNPC)现在计划建造一期2 x1300MWe级三代技术压水堆核电站，并将在一期工程后陆续建造二期和三期工程。总共三期的工程命名为海阳核电站工程，其厂址位于中华人民共和国山东省。

The nuclear power plant shall be the Next Generation of PWR with proven design, up to date, reliable and practical worldwide. The following key requirements must be satisfied:

(1) The requirements stipulated either in American Utility Requirements Document  should be met.

(2) A comprehensive technology transfer program.

(3) Economically competitive over the coal fired power plant equipped with desulphurization facilities.
(3) 经济性优于装备有脱硫设施的煤电火电厂。
The plant shall be designed to operate for 60 years as a minimum lifespan without extensive refurbishment outage.
电厂设计应保证至少60年使用寿命，而不必进行大规律的停机改造。
The plant average availability shall be at least 87 percent for the whole plant life.
电厂的平均可用率在整个电厂使用寿命期间至少应保证87%。
