1.1.1 General Description of the Project
Hebei Luanhe Longhua Key Hydraulic and Hydropower Project (Abbreviated as “Longhua Key Hydraulic and Hydropower Project”) lies on the main stream of Luanhe River in Longhua County, Chengde, which is situated in the northern part of Hebei province. The overall project is composed of two minor projects: Xiaoduishan Reservoir and Xiwan Hydropower Station. The reservoir covers a controlled basin area of 14 742km2, taking up 33 percent of total Luanhe basin area. Xiaoduishan Reservoir is a medium-sized hydraulic project, which concentrates on water supply and flood control. Its total storage capacity is 24,62 million m3 and the dam belongs to the type of roller compacted concrete gravity dam. The highest point of the dam is 45 m. Xiwan Hydropower Station, a hybrid hydropower station, has the pressure tunnel as long as 6.68 km. It is equipped with two hydro-generator units, with total capacity 2×1,6000 kw. The maximum liquid head is 81m and the annual average generated energy is 63.19 million kWh (where the peak loads are 50.995 million kWh，and normal loads 12.195 million kWh). The estimated total project investment is 0.22996 billion RMB. The total construction period lasts three years, and the project scale is Ⅲ. The flood design standard for the reservoir is once every 50 years, and check flood standard is once every 500 years. The corresponding standards for the workshop are every 30 years and every 100 years.
