2. General principles
2.1 The technical specifications are only applicable to XXXX Coal Industry Group XXXX Gas Power Plant Project. The specifications put forward requirements at minimum limit, don’t include some technical details and don’t quote relevant standards and codes. The seller shall guarantee to provide high quality products meeting the technical specifications and industrial standards.
2.2 Production, manufacture and transportation of all equipment and accessories of this project shall meet corresponding international and national standards as well as the relevant national standards of The People's Republic of China. If there is any discrepancy between standards in the specifications and standards of the seller, the stricter standard shall prevail. The international standards shall be provided with the corresponding Chinese version.
2.3 All facilities, equipment and accessories of this project shall meet the requirements of Coal Mine Safety Regulations issued by State Administration of Work safety and State Administration of Coal Mine Safety of the People's Republic of China and safety use requirements of Chinese Coal Mine Coal-bed gas (gas).
2.4 After signing and concluding the contract, the buyer is entitled to put forward some supplementary requirements due to the changes of codes, standards and regulations, which shall be determined by both parties depending on specific condition through negotiation.

3 Work scope of both parties
3.1 Work scope of the seller
3.1.1 The seller shall provide all generating equipment, gas pretreatment system, instrument and control system, electrical equipment and gas alarm devices etc. for generating unit of the plant. The complete equipment provided by the seller shall be put into power generation after supplying external gas, water and power. 
3.1.1 The seller shall provide services of purchasing, installation, debugging and performance tests for all equipment, auxiliary equipment and materials regulated in Article 1.3.2 “scope of supply” (hereinafter referred to as “the equipment”).
3.1.2 The equipment shall be complete, including complete equipment and material regulated and implied in the contract.
3.1.3 The seller shall be responsible for purchasing of the equipment, including design, manufacture, factory test, painting, package, insurance and transportation to project site. Whether the foreign suppliers shall provide shipment, domestic transportation and insurance shall be negotiated by both parties.
3.1.4 The seller shall be responsible for connection of the equipment on site, including the gas engine system, gas pretreatment system, torch combustion system, instrument and control system, and electrical system and shall provide all pipelines, valves, all pipe fittings, supports and hangers, expansion joints and compensators for connection, equipment overhaul platforms and stairways, all power cables, control cables, cables, wires and piping for instrument and control system, parts and bridges.
3.1.5 The seller shall provide the technical schemes of the equipment, complete configuration of equipment, civil engineering design condition and corporation and coordination with other subcontractors.
3.1.6 The seller shall provide factory training and onsite training for operators and maintenance personnel of the buyer.
3.1.7 The seller shall provide documents, drawings, technical data and technical service regulated by the bidding documents and the contract.
3.1.8 The seller shall provide spare parts and special tools of the equipment.
3.1.9 The seller shall be responsible for quality of the equipment during warranty period.

2、通则
2.1本规格书仅适用于XXXX煤业集团XXXX电厂项目，本规格书提出的是最低限度的要求，并未对一切技术细节做出规定，也未充分引述有关标准和规范，卖方应保证提供符合技术规格书和工业标准的优质产品。
2.2本项目所有设备及附件的生产、制造、运输等必须符合相应的国际、国家标准。同时必须符合中华人民共和国有关国家标准。当规格书所使用的标准如遇与卖方所执行的标准发生矛盾时，应按较高标准执行。符合国际标准的必须提供相应标准的中文文本。
2.3本项目所有设施、设备及附件应符合中华人民共和国国家安全生产监督管理局和国家煤矿安全监察局《煤矿安全规程》（2010版）以及中国煤矿煤层气(XXXX)使用安全要求。
2.4在签定合同之后，买方有权提出因规范标准和规程发生变化而产生的一些补充要求，根据具体情况由双方共同商定。

3卖买双方的工作范围
3.1 卖方工作范围
3.1.1 卖方提供厂区发电单元的所有发电设备、XXXX预处理系统、仪表和控制系统、电气设备、XXXX报警设备装置等。卖方所供的成套配置，在保证外部供气、供水、供电的情况下，即能投入运行发电。
3.1.1 卖方提供招标文件“1.3.2”条款“供货范围”内规定的所有设备、辅助设备和材料（以下简称“供货设备”）的采购、安装、调试和性能试验工作。
3.1.2 “供货设备”是成套的，包括合同文件中明确规定和隐含的整套设备和材料。
3.1.3卖方负责供货设备的采购，包括设计、制造、工厂试验、油漆、包装、保险、运输至项目现场交货的整个工作。境外供货是否包括船运和境内运输、保险
3.1.4卖方负责供货设备在现场的连接工作，包括燃气发动机系统、XXXX预处理系统、火炬燃烧系统、仪表和控制系统、电气系统，并提供连接用的全部管道、阀门、各种管件、支吊架、伸缩节、补偿器、设备检修平台和扶梯；
全部电力电缆，控制电缆，仪表自控系统电缆、配线、配管，以及电缆附件、零件，桥架；
3.1.5卖方负责提供供货设备的技术方案、设备的成套配置、土建设计条件和与其他合同分包的配合协调工作。
3.1.6卖方提供对买方的运行和维修人员进行工厂培训和现场培训。
3.1.7卖方提供标书合同规定的文件、图纸、技术资料和技术服务。
3.1.8卖方提供供货设备的备件和专用工具。
3.1.9卖方负责供货设备质量保证期的责任。
