As the whole society pays more and more attention on the adverse effects brought by climatic change and the exhausting of energy and resources, it has become the mainstream direction of the current urban development for different countries to appeal for the reduction of carbon dioxide emission and the saved and intensive utilization of energy and resources. Panoramically viewing China and the abroad, many cities are actively conducting the practice and research on low-carbon (LC) urban construction.       

LC city means the city that takes LC economy as the development pattern and direction, whose citizens take LC life as the concept and behavioral feature and whose governmental official management takes LC society as the construction example and blueprint.  

Currently Kunming is at the key stage that industrialization accelerates, urbanization improves, marketization transforms and internationalization expands. It admits no delay to strengthen the green development concept featured with “LC City” to build the new Kunming to a plateau and lakeside eco-city that is forest-like, garden-like, environmental protection-oriented and sustainable, taking “one lake four rings”, “one lake four pieces”, and “one city four areas” as the carrier, human modernization as the core, progress on production mode and life style as the symbol, harmoniously developing the three major sectors, uniquely owning the natural beauty of lakes and mountains with both Lake Dian and the new scenery of the spring city, integrating the places of cultural and historic interest and the natural scenery, and enjoying the radiance of both the modern civilization and historic culture, and thus make it a regional internationalized city facing the Southeast Asia and South Asia that enjoys a high economic sentiment indicator, great cultural features, a good human settlement, favorable investment environment, and a stable and harmonious society. 

On the 16^th, November, 2009, the Planning Bureau of Kunming organized the public bidding of the Planning of ChengGong New Area Urban Design Concept”. Kunming Municipal Planning & Designing Research Institute actively cooperated with Finnish ERIKSSON Architectural Designing Company, from the viewpoint of LC eco-city development, in the consideration of the specific progress of Kunming ChengGong New Area Development, proposed the relevant specific planning measures on the developing ChengGong New City. On the morning of the 1^st, December, 2009, Kunming municipal Planning Bureau organized the bid opening and evaluation, and decided Kunming Municipal Planning and Designing Research Institute/ Finnish ERIKSSON Architectural Designing Company (Combo) had won the bidding. The results of the bidding are as follows:  

Chapter 1 General Evaluation on the Status Quo

ChengGong New Area spans 18.2 kilometers from the south to the north, and 13.6 kilometers from the east to the west, with the lake shoreline as long as 16 kilometers, and the planning-controlled area of about 160 square kilometers (Graph 1). Located on the flat terrain between the mountain and the lake, the topographic shape generally goes likes high on the east and low on the west, forming a gentle slope. On the east are medium-low Mountains and hills, in the middle are lakes and plain, and on the west is Lake Dian. The mountain ranges stretches like encircling, surrounding the three sides of flat lands on the center, with the shoreline of Lake Dian on the west open, thus to naturally form a layout of “surrounded by mountains and nestling by rivers”.  

Chapter 2 Construction of LC Development Concept

ChengGong New Area Urban Designing and Planning Concept takes “LC City” as the standard green development concept, integrates the approaches of urban design, and plans to construct ChengGong New Area to: “An exemplary area for the construction of a modern new Kunming, for scientific development, and quality city”.

低碳城市指以低碳经济为发展模式及方向、市民以低碳生活为理念和行为特征、政府公务管理层以低碳社会为建设标本和蓝图的城市。

当前昆明正处在工业化加速、城市化提升、市场化转型、国际化拓展的关键阶段，为把新昆明建设成为以“一湖四环”、“一湖四片”、“一城四区”为载体，以人的现代化为核心，以生产方式和生活方式进步为标志，三大板块协调发展，独具湖光山色、滇池景观、春城新姿，融人文景色和自然风光为一体，使现代文明与历史文化交相辉映，森林式、园林化、环保型、可持续发展的高原湖滨生态城市，成为经济景气指数高、文化特色浓、人居环境好、投资环境佳、社会安定和谐的面向东南亚、南亚的区域性国际化城市。强化以“低碳城市”为特征的绿色发展理念，刻不容缓。

 2009年11月16日昆明市规划局组织了《呈贡新区城市设计概念规划》公开招标。昆明市规划设计研究院与芬兰ERIKSSON建筑设计公司积极合作，从低碳生态城市发展的角度出发，结合昆明呈贡新区发展的具体进程，对处于发展期的呈贡新城提出相关具体的规划措施。2009年12月1日上午昆明市规划局组织了招标的开标评标工作，最终昆明市规划设计研究院/芬兰ERIKSSON建筑设计公司（联合体）中标。中标成果如下：

 

第一章  现状总体评价

呈贡新区南北纵距18.2公里，东西横距13.6公里，湖岸线长约１６公里，规划控制面积约160平方公里（图1）。位于山湖之间的平坦地带，地势总体上为东高西低，呈缓坡。东为中低山地丘陵，中间湖泊平原，西为滇池。山脉走势尤如环抱，将中央平地三面环绕，敞开西面开阔的滇池岸线，自然形成“依山傍水”的格局。

 

第二章  低碳发展理念构建

呈贡新区城市设计概念规划以“低碳城市”为标准的绿色发展理念，结合城市设计的方法，将把呈贡新区建设成为：“现代新昆明建设的示范区、科学发展示范区、品质城市示范区” 。
