Chapter 3 General Urban Layout
I. Based on the Status Quo, Taking “LC City” as the Standard, to Form an Efficient and Compact Urban Space Layout
According to the eco-planning concept and principles, the whole development is comprised of 3 levels of control:
First level ---eco-development sub-area (Graph 2); with the structure of 7 functional groups for the general planning, with the dimensional-controlling scope of about 3000mx2000m, it’s divided to 9 eco-areas so as to form a rational layout of “multi-groups, and multi-centers”. Each eco-area has its own center, functions, partitions, service and a great amount of employment opportunities. There are rivers and landscaped areas between every two eco-areas, and there are transit interchange stops in every eco-area, equipped with the processing facilities for integrated emission reduction.    
Second level---eco-unit partition; every eco-area includes 3-5 eco-units. Within an area, the units are connected with each other with slow-moving traffic, and well-developed supporting public facilities are constructed as well.
Third level---eco-cell; eco-cell is a block of 220mx220m. The center of the block is reserved for landscaping and pedestrian, and there shall be no motor vehicle within eco-cell. On the fringe of eco-cell is 15m-30m landscaped space and boulevard between buildings. And the standard waste recovery facilities (spot) are equipped within each block.
II to Blend Cultural and Historic Conditions of Kunming, to Build a “Unique” “Dream City”
ChengGong New Area’s planning and design respects the local natural conditions, adopts proper eco-restoration and rebuilding measures, to restore the eco-functions of natural river system, wetland and vegetation. 
The design adopts 3 wide bridges to connect the centers of the 4 flower-like sub-areas and the corresponding central region on the east. The 3 rivers in the designing area are taken as the base, constructed to 3 eco-corridors crossing the east and west, as well as ecological air channels of the city, to connect the east and west areas. Through the sub-area development of 3 levels, on spatial structure, ChengGong New City has formed a variety of LC new areas (Graph 3); ①suitable for living-ecological residential community construction, features urban open spatial system for culture and leisure.( Dounan, Wulong Blocks); ② suitable for working-recycling economy and ecological industrial system, and scientific & technical industrial area.(Dachong Industrial Park, Luoyang Logistics Block); ecology-oriented business experience-ecology-oriented office CBD, commercial system. (Wujiaying Block); ③ originality and innovation-new ecological industrial system: public service facility system planning for culture, convention &exhibition, and higher education. (Dayu, Yuhua Blocks)  
III. To Create Urban “Green Traffic” Pattern, to Build a “City of Rapid Transit” Protecting Ecological Environment and Reducing Energy Consumption
According to the road transportation planning of the New City, the development concept of “LC Life” is embodied in the traffic proportion of public transit and slow-moving traffic, to enhance the inhabitants’ dependence on private cars, so as to create an urban transit pattern of low energy consumption, low land occupancy, high efficiency and quality service. (Graph 4)
① Public transit; the road transportation system planning of the whole area has been basically determined, and the east road network construction has been basically formed as well. The planning builds a “New City of Rapid Transit” with the “LC-oriented” transportation system, coordinates the urban function and layout, and embodies the latest development tendency on lines and facility selection, and enhances the leading position of public transportation. To better develop coverage rail transit network, add a Wulong-Dayu-Yuhua light rail line. Tram line connects the ecological neighboring facilities, and each eco-cell has 1000m on the tram line. Rail network and light rail network are connected in 6 interchange centers, which make the highly efficient public transportation system the first choice of the inhabitants.
② Urban pedestrian system: the peripheral ring-shaped pedestrian system is mainly comprised of the connected lakeside wetland, urban green isolation strip and rural parks. Horizontal pedestrian: the lines are mainly comprised of waterside parks: Luolonghe Park, Central Landscape Park and Laoyuhe Park. Vertical pedestrian: the lines are comprised of pedestrian streets and urban parks, mainly including a health-promotion line goes like Zhangguanshan-Santaishan-Wulongbao-Qixingshan

③transportation of bicycle and battery car: bicycle system and around-lake tourist battery car system. It’s planned to hold a “Journey of Ecology” along with the around-lake road every year, and hold non-governmental activities and festivals along with the lake for the whole year.

第三章  城市总体布局
一、以现状为基础,以“低碳城市”为标准,形成高效、紧凑的城市空间格局。
按照生态规划理念原则,整个开发分为三个层面控制:
第一层次——生态开发分区(图2);在总体规划七个功能组团的结构下,在约3000mx2000m的尺度控制范围下,将其分为九个生态区。形成“多组团、多中心”的合理布局。每个生态区都有各自的中心,生态区有不同的功能、分区、服务和大量的就业机会。每个生态区之间都有河流、绿化,每个生态区内设置交通换乘站点,配备集中降低排放的处理设施。
第二层次——生态单元分区;每个生态区区内包括3-5个生态单元,在区块内,单元之间以慢行交通联系,并建设完善的配套公共设施。
第三层次——生态细胞;生态细胞是一个220mx220m的区块,街区的中心将保留给绿色景观和行人使用,在生态细胞内没有机动车。围绕生态细胞边缘是15m-30m绿化和建筑之间的林荫街道。每个区块内都建立废物标准收集设施(点)。
 
二、融合昆明人文历史条件,打造一个“独具特色”的“梦幻之都”。
呈贡新区的规划设计尊重本地的自然条件,采取适宜的生态修复和重建手段,恢复自然水系、湿地和植被的生态功效。
设计中采用3座宽敞的桥梁将4个花形分区的中心和东部相对应的中心区域连接起来。还将以设计区域中的3条河为依托,将其建设成为3条贯穿东西的生态廊道,也是城市的生态风道,起到连接东西两区的作用。通过三个层次的分区发展,在空间结构上使呈贡新城形成各种类型低碳新区(图3):①宜居——生态住区建设、富于特色的文化、休闲、城市开敞空间体系。(斗南、乌龙片区);②宜业——循环经济和生态产业体系、科技产业区。(大冲工业园区、洛羊物流片区);生态型商务体验——生态型办公CBD、商业体系。(吴家营片区);③创意创新——新型生态产业体系:文化、会展、高教公共服务设施系统规划。(大渔、雨花片区)。
三、创建城市“绿色交通”模式,建设成为保护生态环境,降低能耗的“捷运之城”。
在新城的道路交通规划中,“低碳生活”的发展理念体现在提升公共交通和慢行交通的出行比例,引导居民对私家车的依赖,由此创建低耗能、低占地、高效率、高服务的城市交通模式(图4)。
①公共交通;整个区域的道路交通系统规划已基本确定,而且现状东部路网建设已基本成形。规划以“低碳型”交通系统打造“捷运新城”,协调城市功能和布局,在线路、设施选型上体现最新的发展趋势,促进公共交通占主导地位。完善覆盖轨道交通网络,增加一条从乌龙-大渔-雨花的轻轨线路。有轨电车线将生态邻里连接在一起,每个生态细胞都在1000m有轨电车路线上。6个换乘中心连接有轨网络和轻轨网络,使高效的公共交通系统成为居民出行的首选。
②城市步行系统:外围环形步行系统主要由沿湖湿地、城市绿化隔离带及郊野公园联系组成。横向步行:线路以滨水公园为主:洛龙河公园、中央景观公园及捞鱼河公园组成。 纵向步行:线路分为步行街和城市公园游线,主要有一条以张官山-三台山-乌龙堡-七星山-关坡山-梅家山组成的养生游路。
③自行车、电瓶车交通:自行车系统及环湖旅游电瓶车系统,每年计划沿环湖路举办“生态之旅”,沿水边的全年民间活动和节日。
