IV. to Fully Utilize Natural Resources and Urban Landscaping, Improve Carbon Sink, Actively Popularize Green Energy-saving Buildings, and Plan and Construct a “City of Ecology”
To complete network eco-system and build ecological safety structure, the construction shall be divided to several levels as follows:
① Eco-background (urban forest) city in forest (Graph 5): a long-term tree plantation and management plan will improve air quality, reduce the use of energy, greenhouse gases emission and exposure to ultraviolet radiation, and control rainfall runoff. The total greening area within the new area will reach :95.64K㎡ (55.9％).
② eco-boundary (urban isolation strip, wetland) eco-boundary (urban isolation strip, wetland) about: 71.4K㎡. Exclusion area belongs to eco-sensitive area, where eco-protection and landscaping projects are encouraged, eco-sightseeing projects, major municipal utilities projects, and water conservancy facility projects without facility construction are permitted to properly develop. And all land development with urban functions and all engineering and projects harming ecology will be prohibited.
③ Eco-corridor (urban river channel) increased greening area:2.07 K㎡. In the designing area, to gradually clear river channels and other water areas, construct an enclosed water circulation system, so as to naturally purify the artificial wetland in the city. Finally, these water areas can be used for food production for fish farming etc, or recreational places benefiting the inhabitants.
④Eco-patches (urban park) eco-patches (urban mountain). The urban open space can be divided to the natural ones and the artificial ones: the natural ones include spaces mainly including natural elements such as mountain, reservoir and pond and so on. Thee artificial ones include the spaces formed with human creation such as urban constructed parks, urban streets and urban greening space and so on.
⑤ Eco-nodes (urban landmark) eco-nodes (11urban landmarks). With “Low Carbon and Energy Saving” as the standard, to construct the landmark 100% green exemplary buildings featured with low energy consumption, high efficiency, zero carbon and zero waste etc in each area.
Chapter 4 Controlling Principles for Urban Design
The spatial structure shall follow the governing principles of sustainable development, the layout of multi-centers, emphasize function mixture, and reduce commuting, so as to effectively reduce emission and energy consumption. And the local actualities shall be considered as well. The planning plan specifically proposes the controlling principles on urban form control, urban altitude control, development intensity control and plot development control. The final general form is thus shaped－multi-level overlaying structure, including 3 levels of contents (Graph 6):① to analyze the existent pond, reservoir and water system texture, and take it as the base of urban layout and feature. ② The orthogonal systems from the south to the north and from the east to the west are the base of transportation system, which determines the public transit network and the basic layout form of the large-scaled dense blocks located at the central area of the land and the surrounding of main transportation nodes.③ green corridors and urban parks form the organic system penetrating urban blocks, and cycle track and foot path go through the green corridors of different scales and features. In this way, urban green structure is formed and the eco-environment, entertainment and transportation are thus organically integrated.
Chapter 5 Conclusion
LC eco-city planning is a complicated systematic engineering involving a wide range of issues. This new development concept can be better applied to China’s current urbanization reform progress. In ChengGong New Area Urban Designing Concept Planning, we adopts the approach of “urban design”, integrates the construction standard and development concept of “LC city”, in the consideration of the status quo of ChengGong New Area, to find a “development path” for LC urban construction in accordance with the actualities of ChengGong New Area, and so as to enhance the construction of ChengGong LC New City, and the construction and development of China LC eco-city. 四、充分利用自然资源和城市绿化，增加碳汇，积极推广绿色节能建筑，规划建设“生态之城”。
完成网络化生态体系构建生态安全结构，分为以下几个层次的建设：
① 生态背景（城市森林）森林中的城市（图5）：长期的树木种植和管理计划将改善空气质量，降低能源的使用，减少温室气体排放，减少紫外线辐射暴露和控制雨水径流。新区范围内总绿化面积将达到：95.64K㎡ （55.9％）。
②生态边界（城市隔离带、湿地）生态边界（城市隔离带、湿地）约：71.4K㎡ 。禁建区属于生态敏感区，鼓励生态保护和绿化项目，允许适当发展无设施建设的生态观光项目，重大市政基础设施、水利设施项目。禁止有城镇功能的用地开发,一切有损生态的工程和项目。
③生态廊道（城市河道）增加绿化面积：2.07 K㎡ 。在设计区域内，逐步清理河道和其他水域，建立一个封闭的水循环系统，自然净化城市里的人工湿地。最终，这些水域可以用于养鱼业等食物生产，或成为惠及居民的休闲场所。
④生态斑块（城市公园）生态斑块（城市山体）。城市开放空间可分为自然与人工两大类：自然包括山体、水库、池塘等自然要素为主的空间。人为包括城市建设公园、城市街道、城市绿化空间等由人为创造形成的空间。
⑤生态节点（城市地标）生态节点（11个城市地标）。 以“低碳节能”为标准，在每个区域建造具有低耗能、高效率、零碳、零废弃物等特色的标志性100％绿色示范建筑。
第四章 城市设计控制原则
空间结构应该遵循可持续发展的指导原则，多中心的布局，强调功能混合，减少通勤，有效降低排放，减少能耗。并结合实地情况。规划方案具体对城市形态控制、城市高度控、开发密度控制、地块开发控制提出控制导则。最终的总体形态形成－多层叠加结构，包括三层内容（图6）：①对现有的池塘、水库和水系肌理进行了分析，将其作为城市布局和特色的基础。②南北及东西向的正交系统是交通和运输系统的基础，它决定了公共交通网和位于用地中心地带以及主要交通节点周边的大尺度密集街区的基本布局形态。③绿色廊道及城市公园组成渗透城市街区的有机系统、不同规模和特色的绿色廊道网络内贯穿自行车道、步行道。形成了城市的绿色结构，将生态环境、休闲和交通有机整合在。
第五章 结语
低碳生态城市规划是一个涉及面广、复杂的系统工程。这个新兴的发展理念可以较好地适用于我国现阶段的城市化改革进程。在呈贡新区城市设计概念规划中，我们运用“城市设计”的方法，结合“低碳城市”建设标准和开发理念，以呈贡新区现状“建设条件”出发，探索一条符合呈贡新区实际的低碳城市建设“发展之路”，最终促进呈贡低碳新城的建立，我国低碳生态城市建设发展。（图7）
