Chapter 4 Public Service Facilities and Parking Lot
Article 16 in the construction of residential projects, the construction of preliminary school, middle school and kindergarten is regulated as follows:
(I) Preliminary school, middle school and kindergarten shall be built by level according to the Blank 4-1;
(II) The land of preliminary school, middle school and kindergarten shall not be smaller than what is stipulated in the Blank 4-2;
(III) The floor area preliminary school, middle school and kindergarten shall not be smaller than what is stipulated in the Blank 4-3;
(IV) Within the 50m radius scope of preliminary school, middle school and kindergarten, the construction projects producing or storing flammable and combustible substances, discharging toxic and harmful substances, and causing noise pollution shall not be arranged. Within 30m on the 2 sides of the gate of preliminary school, middle school and kindergarten, no garbage transfer station, motor vehicle parking lot, or trade market shall be arranged.
Article 17 The newly-built teaching buildings of schools and kindergarten, and the in-patient department of hospitals shall be more than 30m (including 30m) away from the road edge (or planning controlling red line) on the same side, or more than 30m away from the controlling red line of the urban planned road.
Article 18 for the newly-built, rebuilt or expanded hospitals, certain protection strip shall be set on their surroundings, and it shall meet the environmental-protection and sanitary requirements.
Article 19 the planning, designing and construction of urban road, residential community and buildings shall be in strict compliance with the “Accessible Designing Standard for Urban Road and Buildings” (JGJ50-2001).
Article 20 the setting standard for parking lot of different construction projects shall not be smaller than what is stipulated in the Blank 4-4.
Article 21 for any newly-built, rebuilt or expanded construction projects that meet any of the following conditions, traffic influence assessment shall be made by qualified designing units: 
(I) Commercial construction projects whose floor area is more than 4000m2 and within the second ring road of the main urban city;
(II) Construction projects including catering and entertainment projects whose floor area is more than 1000 m2 within the second ring road and more than 2000 m2 beyond the second ring road;
(III) The construction projects with a great pedestrian movement and logistics volume such as non-exclusive parking lot(garage), various markets, large-scaled storage-oriented commercial facilities, cinemas, theaters, convention & exhibition venues, factories, hotel and restaurants etc;
(IV) Construction projects whose floor area is more than 50000m2 within the second ring road and more than 100000m2 beyond the second ring road.
All construction projects listed for traffic influence assessment, the formulated planning and designing plans shall meet the requirements of traffic influence assessment.
Article 22 Any newly-built, rebuilt or expanded construction project that meet any of the following conditions, and has the daily recyclable sewage volume of over 45m3, and the water requiring volume for reclaimed water of over 30m3, the construction units shall plan, design and construction the water reclamation facilities simultaneously:
(I) Hotels, restaurants, shopping centers, comprehensive service buildings and high-rise apartment buildings whose floor area is more than 20000m2;
(II) Governmental buildings, scientific research units, colleges and universities, and comprehensive large-scaled cultural and sports facilities whose floor area is more than 30000m2;
(III) Residential community or centralized building area etc whose floor area is more than 50000m2.
Article 23 for each residential group a public lavatory of certain scale shall be equipped, which shall consider the layout of commercial facilities and other service facilities. The distance between the public lavatories on the main artery and secondary artery would better to be 300~500m, and shall be less than 300m for the street with highly dense commercial population, and the distance between the public lavatories on the sub-roads would better to be 750~1000m.
Article 24 the newly-built residential community shall equip with at least one supermarket mainly selling subsidiary agricultural products and small wares.
For each 1km2, a small-scaled garbage transfer station shall be equipped, and for each 10~15km2, a large or medium-scaled garbage transfer station shall be equipped.

第四章  公共服务设施和停车泊位
 
第十六条  在居住项目建设中,中小学、幼儿园的设置规定如下:
(一)中小学、幼儿园应当按照表4-1分级设置;
(二)中小学、幼儿园用地不得小于表4-2的规定;
(三)中小学、幼儿园建筑面积不得小于表4-3的规定;
(四)在中小学、幼儿园周边50m半径范围内,不得安排生产、经营、储存易燃易爆和排放有毒有害物质、产生噪声污染的建设项目。在中小学、幼儿园正门两侧各30m范围内,不得设置垃圾中转站、机动车停车场、集贸市场。
第十七条  新建学校、幼儿园教学楼、医院住院部等建筑应当距同侧公路边缘(或规划控制红线)和30m以上(含30m)城市规划道路控制红线在30m以上。
第十八条  新建、改扩建医院,其周边应当设置一定防护带,并且应当符合环保、卫生等要求。
第十九条  城市道路、居住区、建筑物的规划、设计和建设应当严格按照《城市道路和建筑物无障碍设计规范》(JGJ50-2001)同步进行。
第二十条  各类建设项目停车泊位的设置标准不得小于表4-4的规定。
第二十一条  凡符合下列条件之一的新建、扩建、改建建设项目,应当由具备资质的设计单位进行交通影响评价:
(一)主城二环路内建筑面积大于4000m2的商业建设项目;
(二)建筑面积在二环路内大于1000 m2、二环路外大于2000 m2含有餐饮、娱乐项目的建设项目;
(三)对外停车场(库)和各类市场、大型仓储式商业设施、影剧院、体育场馆、会展场馆、工业、宾馆、饭店等人流、物流量较大的建设项目;
(四)主城二环路内总建筑面积大于50000m2,二环路外总建筑面积大于100000m2的建设项目。
凡列入交通影响评价的建设项目,编制的规划设计方案应当符合交通影响评价提出的要求。
第二十二条  凡符合下列条件之一,且日可回收水量在45m3以上,再生水需水量在30m3以上的新建、改建、扩建建设项目,建设单位应当同步规划、设计、建设再生水设施:
(一)建筑面积大于20000m2的宾馆、饭店、商场、综合性服务楼和高层住宅;
(二)建筑面积大于30000m2的机关、科研单位、大专院校和综合性大型文化体育设施;
(三)建筑面积大于50000m2以上的居住区或集中建筑区等。
第二十三条  每一个居住组团应当配置一座一定规模的公共厕所,公共厕所应当结合商业设施或其它服务设施布局。主、次干路公共厕所之间的距离宜为300~500m,商业人口高度密集的街道宜小于300m,支路公厕之间的距离宜为750~1000m。
第二十四条  新建居住小区应当设置不少于一个以经营农副产品、小商品为主的超市。
小型垃圾中转站每1km2设置一座,大、中型垃圾中转站每10~15km2设置一座。
