Greening and Landscaping

Chapter 5 Greening and Landscaping
Article 25 within the land scope of the newly-built, rebuilt or expanded construction projects, the greening ratio shall not be smaller that what is stipulated in the Blank 5-1.
Greening shall be based on arbor, and properly plants shrub, ground cover and grassland. It shall make on-spot protection on ancient and rare trees, avoids transplantation from a different place, and encourages the greening forms such as vertical, roof and terrace greening. If the terrace height is not 1m greater than the ground datum elevation, there is a road to enter from the ground, and the average soil depth is larger than 1.2m, then its greening area can be included in greening ratio calculation, or else its greening area can’t be included in the greening ratio.  
Article 26 in the residence construction, at least one side of the centralized green land shall neighbor the road of the corresponding residential community level, and meet the stipulations of the Blank 5-2.
For the group green land arrangement, not less than 1/3 green land area shall be beyond the standard architectural sun-exposing shadow line, and it shall be suitable for arranging children’s game facilities and adults’ recreational activities. The arrangement of courtyard-style group green land shall also meet the requirements of the Blank 5-3 at the same time.
Article 27 the landscaping of the newly-built, rebuilt or expanded buildings on the 2 sides of the urban main and secondary arteries or surrounding squares, and ≥30m away from the sightseeing avenue, boulevard, commercial street or planned red line is regulated as follows:
(I) the building shall meet the interface change requirements of urban roads and squares. The fa?ade facing urban road or square shall be the main fa?ade, and the forms of the fa?ade and roof shall be various, fitting in with the urban road and square landscape.
(II) Technically, the consecutive fa?ade width facing the urban road or square shall meet the following requirements:
1. The consecutive fa?ade width of high-rise buildings shall be less than 60m;
2. The consecutive fa?ade width of the high and mid-rise buildings shall be less than 70m;
3. The consecutive fa?ade width of the multi-layered and low-rise buildings shall be less than 80m;
4. The consecutive fa?ade width of the building combination with different building heights shall be smaller than the consecutive fa?ade width of the highest building;
5. The consecutive fa?ade width of the landmark buildings and important public buildings shall be verified by the municipal urban planning administrative competent departments according to landscape requirements.
(III) The design and decoration of the fa?ade facing the urban road or square shall fit in with the surrounding environment and landscape, and the attachment influencing building fa?ade such as the outdoor unit of air-conditioner and auxiliary facilities shall not be set. However, for those necessary, it shall consider the fa?ade form, design in unity, process in a concealed way, and report to the urban planning administrative competent department for examination and approval.
(IV) The fa?ade of the residential buildings facing urban road or square shall not set kitchen and protruding open balcony, and any form of protruding anti-theft cage shall not be installed on the balcony and window on the faced facing urban road or square; it’s prohibited to operate catering within the residential buildings, and the projects with great influence on environment such as entertainment projects set within residential buildings shall be strictly controlled.    
Article 28 Technically, the fa?ade facing the urban road or square of the public buildings open to the social public such as gyms, theaters, cinemas, hotels, restaurants, libraries, exhibition centers etc shall not build enclosing wall, and the centralized green land shall be set neighboring the urban road or square.
For technical schools, colleges, preliminary schools, middle schools, kindergartens, residential communities, governmental buildings etc that really need to build an enclosing wall, the wall shall be hollow out, and technically its height shall not be greater than 1.5m, and technically the centralized green land shall be arranged neighboring street.
For the oil depot and waterworks that have special demand and really need to build an enclosing wall, technically the height of the wall shall not exceed 2.2m, and greening and landscaping shall be made on the wall.
Article 29 the setting of the outdoor advertisement shall be in compliance with the specific planning of the outdoor advertisement setting and the relevant regulations on outdoor advertisement management. The outdoor advertisement set on buildings shall be in compliance with the following regulations:
(I) the form and main features of the building’s facade shall not be harmed, and it shall fit in with the style, form and color etc of the building;
(II) Place for advertisement shall be reserved for the newly-built, re-built or expanded buildings in planning. For those not reserved, the outdoor advertisement shall not be set on the building; for those with reserved outdoor advertisement places, the position and dimension of their outdoor advertisement shall match their reserved position and dimension for outdoor advertisement.
Article 30 For the high-rise buildings and important public buildings facing the urban main and secondary artery and commercial street etc, the illumination designing and construction of exterior wall and roof shall be simultaneously conducted.
Article 31 No overhead line shall be set on the urban main and secondary artery. If the urban road is newly built, re-built or expanded, the pipelines shall be buried underground.

第五章   绿化与景观
 
第二十五条  在新建、扩建、改建建设项目的用地范围内,绿地率不得小于表5-1的规定。
绿化应当以乔木为主,适当配植灌木、地被、草地,就地保护古树名木,避免异地移栽。鼓励垂直、屋顶、平台等绿化形式,如平台高度不大于地面基准标高1m,且从地面有道路可进入,平均覆土厚度大于1.2m,其绿化面积可以参与绿地率计算,否则绿化面积不得计入绿地率。
第二十六条  在住宅建设中,集中绿地的设置应当至少一个边与相应居住区级别的道路相邻,并符合表5-2的规定。
组团绿地设置应当满足有不少于1/3的绿地面积在标准的建筑日照阴影线范围之外的要求,并便于设置儿童游戏设施和适于成人休憩活动。其中院落式组团绿地的设置还应当同时满足表5-3的规定。
第二十七条  景观道、林荫道、商业街、规划红线宽≥30m的城市主次干路两侧、广场周边的新建、改建、扩建建筑物景观规定如下:
(一)建筑物应当符合城市道路和广场的界面变化要求,临城市道路或广场的立面应当为主要立面,立面和屋顶造型应当丰富,与城市街道和广场景观相协调。
(二)临城市道路或广场的建筑物连续面宽原则上应当符合下列规定:
⒈高层建筑连续面宽小于60m;
⒉中高层建筑连续面宽小于70m;
⒊多层和低层建筑连续面宽小于80m;
⒋不同建筑高度组合的连续面宽小于最高建筑物的连续面宽;
⒌标志性建筑、重要公共建筑的连续面宽由市城市规划行政主管部门根据景观需要核定。
(三)临城市道路或广场的建筑物立面设计和装饰应当与所处环境和景观相协调,不得设置空调器室外机及附属设施等影响建筑立面的附着物,确需设置的应当结合立面造型,统一设计,隐蔽处理,并报城市规划行政主管部门审批。
(四)住宅建筑临城市道路或广场一面不得设置厨房和突出开敞式阳台,而且临城市道路或广场一面的阳台和窗户不得安装任何形式的外挑式防盗笼;禁止在居民住宅楼内新办餐饮业,严格控制住宅建筑中设置娱乐等对环境有较大影响的项目。
第二十八条  体育场馆、影剧院、宾馆、饭店、图书馆、展览馆等对社会公众开放的公共建筑,临城市道路或广场一面原则上不得修建围墙,集中绿地应当临城市道路或广场布置。
大中专院校、中小学、幼儿园、居住区、党政机关等确需修建围墙的,应当设计成透空型,且高度原则上不得大于1.5m,集中绿地原则上临街布置。
油库、水厂等有特殊要求确须修建围墙的,围墙高度原则上不得超过2.2m,并应当对围墙进行绿化、美化。
第二十九条  户外广告的设置应当符合户外广告设置专项规划和户外广告管理的有关规定。在建筑物上设置户外广告还应当符合下列规定:
(一)不得破坏建筑物的立面形式、主要特征,应当与建筑物的风格、形式、色彩等协调;
(二)新建、改建、扩建的建筑物应当在方案设计时预留广告位置,没有预留的,不得在其建筑物上设置户外广告;已经预留户外广告位置的,其设置的户外广告位置、尺度应当与预留的广告位置、尺度相符。
第三十条  临城市主、次干路、商业街等的高层建筑、重要公共建筑应当同步进行外墙和屋顶的灯光亮化设计、施工。
第三十一条  城市主、次干路不得再布设任何架空线。凡新建、改扩建城市道路,各种管线应当埋入地下。
