Article 63 the municipal pipeline shall determine the plane and spatial arrangement of different pipelines through integrated pipeline planning, and abide by the following principles:
(I) Different pipelines shall be paralleled with the road central line, and has their respective laying strip, and avoid road crossing as much as possible. If it’s necessary to cross the road, it shall be perpendicular to the road central line as much as possible;
(II) For the water-supply pipe and power line, it would be better to lay to the west and north side of the road, and for telecommunication lines (including broadcast television lines), and gas pipe, it would be better to lay on to the east or south side of the road. The sequence of the pipelines laid in parallel from the sideline of the road to the central line of the road shall be: water transmission, power cable, telecommunication cable, reclaimed water pipe, sewage pipe, gas distribution pipe, gas transmission pipe, water distribution, and rainfall pipe;
(III) For the urban road whose planned red line width is ≥25m, the water distribution and transmission pipes shall be equipped on both sides, and for the urban road whose planned red line width is ≥40m, except water and gas transmission pipes, other pipes would be better to lay on the both sides of the road;
(IV) The municipal pipelines shall be arranged under the sidewalk as much as possible. If the sidewalk is not wide enough, the sewage pipe can be laid under motorway, and the pipelines of telecommunication cable, water distribution and transmission, and gas distribution and transmission etc shall be laid under the non-motorway. If the safety interval requirements are met, some pipelines can be arranged between the road red line and the building;
(V) The crossing shall be avoided as much as possible among the municipal pipelines. When they are crossed, the avoidance principles for the pipelines are as follows: permanent pipeline goes before provisional pipeline, gravity pipeline goes before pressure pipeline, unbendable pipeline goes before the bendable one, the pipeline with a larger pipe diameter goes before the pipeline with a smaller one, and the constructed pipeline goes before the pipeline to be constructed;
(VI) When the municipal pipeline perpendicularly crossed, the order from the ground downwards shall be: power pipeline, gas pipeline, water supply pipeline, reclaimed water pipeline, telecommunication pipeline, rainfall pipeline and sewage pipeline;
(VII) The minimum horizontal and vertical clearance distance between different municipal pipelines, between different pipelines and building and structure, shall abide by the relevant specification. If it fails to meet the specification requirements due to objective elements, the urban planning administrative competent departments and pipeline competent units will properly reduce the minimum clearance distance after taking safety measures according to actualities.
Article 64 when a pipeline is laid on an urban secondary artery or a road of a senior level, it shall be laid with the scale required in urban planning. The following number and scale shall be reached except the provisional engineering pipeline and directly-buried power and telecommunication cables: 6 power cables, 6 telecommunication cables, water supply pipe with the diameter of 200mm, and the sewage pipe with the diameter of 500mm.
Article 65 within the scope of urban planning area, the power and telecommunication cables below 110KV (including 110KV) shall not be overhung technically.
In the special circumstances or provisional arrangement, and the power and telecommunication cables need to be laid overhung, without influencing other facilities, the pipelines of the same nature shall share the same pole, and the power and telecommunication cables shall not share the pole.
Article 66 the underground structure such as pedestrian underground passage way and civil air defense etc within road planned red line, the cross section that the pipeline goes through shall not be compressed. If it’s can’t guaranteed that the pipeline goes through the cross section, the underground structure shall reduce the elevation, to ensure the pipeline can go through the roof of the underground structure.
Article 67 When the buried (erected) pipelines cross or conflict with the road greening trees, it shall be done with the principle of construction goes before plantation; if the trees have been planted when burying (erecting) the pipelines, the pipelines shall properly avoid the trees with different measures.
Article 68 the horizontal dimension of the inspection well for the underground pipeline shall be set according to the industrial standards and specifications, and shall not be built above other pipelines.
Article 69 the telecommunication cables of the local and military units shall be laid in unity according to the requirements of planning.
第六十三条 市政管线应当通过管线综合规划确定各种管线的平面和空间布置，并遵循以下原则：
（一）各类管线应当平行道路中心线敷设，并有各自独立的敷设带，尽量避免横穿道路。确需横穿道路的，应当尽量与道路中心线垂直；
（二）给水管、电力线路宜在道路西侧或北侧敷设，电信线路（含广播电视线路）、燃气管宜在道路东侧或南侧敷设。从道路边线向道路中心线方向平行布置的管线次序应当为：给水配水、电力电缆、电信电缆、再生水管道、污水管道、燃气配气、燃气输气、给水输水、雨水管道；
（三）规划红线宽≥25m的城市道路，应当双侧布置给水配水及排水管道，规划红线宽≥40m的城市道路，除给水输水管道、燃气输气管道外，其余管道宜在道路双侧布置；
（四）市政管线应当尽可能安排在人行道下，当人行道宽度不够时，可将排水管敷设在机动车道下，电信电缆、给水输水、燃气输气等管线敷设在非机动车道下。在满足安全间距要求的前提下，也可将部分管线安排在道路红线与建筑之间；
（五）市政管线之间应当尽量减少交叉，如交叉时，管线之间的避让原则如下：临时管线让永久性管线，压力管线让自流管线，易弯曲管线让不易弯曲管线，小管径管线让大管径管线，拟建管线让已建管线；
（六）市政管线垂直交叉时，自地表向下的排列顺序宜为：电力管线、燃气管线、给水管线、再生水管线、电信管线、雨水管线、污水管线；
（七）各类市政管线之间、各种管线与建筑物及构筑物之间的最小水平和垂直净距离，应当符合相关规范要求。因客观因素限制无法满足规范要求时，由城市规划行政主管部门会同管线单位根据实际情况采取安全措施后，可适当减少其最小净距离。
第六十四条 在城市次干路及以上等级道路中埋设管道，应当按照城市规划要求的规模埋设，除临时施工管道和直埋电力、通信电缆外，不得少于以下数量及规模：电力电缆6条，电信电缆6孔，供水管道直径200mm，排水管道直径500mm。
第六十五条 在城市规划区范围内110千伏（含110千伏）以下等级电力线及电信电缆原则上不得架空布置。
特殊情况或临时性安排，电力线路和电信电缆确需架空布置的，在不影响其它设施的情况下，同一性质的线路应当同杆架设，电信线路与供电线路不应当同杆架设。
第六十六条 在道路规划红线内建设人行地下通道、人防工程等地下构筑物，不得压缩管线通过的断面。如不能保证管线通过断面时，地下构筑物应当降低标高，以确保管线可以从地下构筑物顶板上通过。
第六十七条 埋（架）设各类管线与道路绿化树木交叉冲突时，按照先建设后种植的原则进行；如埋（架）设各类管线时，道路绿化树木已经种植，各类管线埋（架）设应当采取让、绕或者高低、深浅错开等办法妥善解决。
第六十八条 地下管线检查井的横向尺寸应当按行业标准和规范设置，不得建在其他管线之上。
第六十九条 地方和部队各单位的电信电缆，按照规划要求统一布置。
